- What do you highlight more during your tenure as NA Speaker?
- As NA Speaker I, first of all, highlight the activities of NA in a natural order, because National Assembly of the Republic of Armenia has an important mission – to implement legislative power in the country. In my opinion, we should try to implement that power in two main ways. First, by adopting laws, having legislative amendments and the second, by organizing Parliamentary hearings of pivotal, public sounding issues that trouble the people. I consider it important the solution of problems of the people, pursuing the policy of keeping the parliament open for the people. During my tenure I try to make the National Assembly like that. Today the doors of the parliament are open for all social layers.
- If you compare, the sitting of which calling do you consider more effective?
- Four Parliaments acted in Armenia – the Supreme Council and National Assemblies of three convocations; the fourth Parliament is working for two years already. I think, that all four Parliaments had their important role in solving the issues in the country. Nevertheless, I think that the activity of the Supreme Council is objectively separated, because it is the first and adopted the first laws that after adopting “Declaration on Independence of Armenia” initiated the formation of the legislation of independent Armenia. Which sitting of which calling was the most effective the statisticians should decide through the number of laws and decisions or the historians through the historical estimation of their efficiency. I think that all the sittings of all convocations had and have the most important significance for the country, laws ensuring the vital activity of the country are adopted in the Parliament, and the Parliament is the political center of the country.
- How does the activity of the legislative body assist to the correct election of MPs?
- The Parliament is a representative body; people elect the MPs. People also elect the representatives of parties, whose projects inspire faith and trust, elect the individuals, whose promises are also worth believing and inspire a hope of being implemented. The activity of each party and each MP, the work that is done or not done are public, thus the voter has an opportunity to decide whom to elect, whom not.
National Assembly should be formed not through a principal of a quarter, but through the principle of politics. People endowed with high professionalism should be elected in the National Assembly, who consider the work of MPs as main activity and are busy with legislative and political issues.
