Draft of the Amendments to the Law on Referendum Discussed

On December 2 the National Assembly of the Republic of Armenia continued its work and adopted by voting  all the bills, debated the previous day, after which the deputies touched upon the bill, debated in the first reading, the previous day, on Making Addenda and Amendments to the RA Law on Referendum.

Mr. Artak Davtyan, presenting the endorsement of the Standing Committee on State and Legal Affairs, related to the bill, touched upon those very provisions, which, according to him, need wording.

The Heritage, Prosperous Armenia and the RPA factions presented their views, related the bill.

Mr. Armen Martirosyan, on behalf of the Heritage faction said that the faction is against the bill as finds inadmissible the right of passing referendum to be given to the Government.

Ms. Naira Zohrabyan presented the view of the Prosperous Armenia faction. She said that the faction is for the debated bill. Ms. Naira Zohrabyan touched upon the speeches of her colleagues, noting that some of them, very fluently transferred the debate of the bill to another field -Karabakh conflict. In another way - intervention of a sovereign state to the affairs of another sovereign state. Ms Zohrabyan stressed that the Government decision exclusively referred to issues of public soundness, which should get the right to be put on a referendum. The MP reminded the experience of Switzerland, where each issue is put on a referendum and the Switzerland is considered one of the most democratic countries.

Mr. Galust Sahakyan, head of the faction presented the view of the RPA faction.

Mr. Sahakyan said that the committee was for the bill.

Mr. Gevorg Danielyan, Minister of Justice of the Republic of Armenia, in his concluding speech clarified the expressed views.

Mr. Gevorg Danielyan, Minister of Justice of the Republic of Armenia, also submitted for the first reading the draft law on Making Amendments and Addendum to the RA Law on TV and Radio.

Mr. Armen Ashotyan, Chairman of the Standing Committee on Science, Education, Culture, Youth and Sport of the National Assembly, presented the endorsement of the committee, saying that it did not correspond to his view. According to the chairman of the committee, the restriction should not be eliminated, as eliminating the restriction, the TV Radio companies can broadcast unlimited amount of programs in Russian. Mr. Ashotyan proposed to change the 1 hour into 2. According to him this version was also recently discussed with the experts and was approved by them.

Mr. Eduard Sharmazanov shared the concern of the chairman of the committee, noting that all the rights of national minorities are respected in Armenia. Mr. Sharmazanov proposed to adopt the bill for the first reading then to present distinct proposals.

Mr. Gevorg Danielyan, main speaker, in his concluding speech accepted the concern of Mr. Armen Ashotyan and certified that the bill would be worded.

The parliament also debated, presented by the President of the Republic of Armenia, the second record of the agreement of May 15, 1992 and the record on collective security, which was presented by Mr. Ara Nazaryan, Minister of Justice of the Republic of Armenia. Mr. Armen Rustamyan,Chairman of the Standing Committee on Foreign Relations of the National Assembly, presented the endorsement of the committee.

The last hour of the sitting, according to the Rules of Procedure of the National Assembly was allotted to the statements of the MPs.
