On October 30 at the joint sitting of the RA NA Standing Committees on State and Legal Affairs on Financial-Credit and Budgetary Affairs the deputies debated the financial bids and programmes of financing the state and judicial bodies of the power envisaged by the RA draft law “On 2013 State Budget of the Republic of Armenia”. The Chairmen of Committees Davit Harutyunyan and Gagik Minasyan were presiding over the joint sitting.
The Chief of Staff of the RA President Vigen Sargsyan, the NA Chief of Staff Gurgen Dumanyan, the Chief of Staff of the RA Government Davit Sargsyan introduced the maintenance expenditures of the Staff.
The financial allocations for the maintenance of the Staff of the RA Constitutional Court, the RA National Security Council, the RA Ministry of Justice, the RA General Prosecutor’s Office, the RA Special Investigation Service, the RA Control Chamber, the RA Judicial Department, the RA Civil Service Council and RA Central Electoral Commission were also submitted to the deputies’ debate. The representatives of the mentioned state bodies mainly said that the position of the Government on the presented bids was positive and they didn’t see necessity for additional financing.
The Chairman of the RA Civil Service Manvel Badalyan as a priority proposed to touch upon the issue of raising the civil servants’ wages in 2013. In response to that the First Deputy Minister of Finance Pavel Safaryan said that it was envisaged to raise the civil servants’ wages by 20 per cent in 2014 and 2015.
The speakers also answered the deputies’ questions, which were relating to the rise of the wages and pensions, the NA deputies’ representation expenditures, the expediency of obtaining new cars.
On the same day moderated by Stepan Margaryan and Gagik Minasyan the joint sitting of the RA NA Standing Committees on Territorial Management and Local Self-Government and on Financial-Credit and Budgetary Affairs was held, where Pavel Safaryan presented the maintenance expenditures of the Marz offices and subsidies being provided to the communities.
The Deputy Mayor of Yerevan Kamo Areyan submitted for the deputies’ debate the data of financial allocations to Yerevan Community from the state budget.
In their speeches the representatives of the Marz offices presented the financial allocations and programmes to be implemented for the marzes. They noted with satisfactions that compared with the current year the subsidies being allocated for the marzes had been increased.
