“This Year is the 60th Anniversary not only of World War II, But Also the 90th Anniversary of the Armenian Genocide”
RA NA President Artur Baghdasaryan stated
On April 15 the CIS IPA delegations began their works paying their respects to the memory of the victims of the Great patriotic War and Leningrad blockade in Serafimov memorial complex of St. Petersburg. The members of the delegations paid their respects in one minute’s silence to the victims’ memory and laid wreaths and flowers near the eternal fire of the memorial complex.
Then, in Tavrichesky palace of St. Petersburg a forum “The Importance of the World-Historical Victory in the World War II for the People’s Life and Prosperity in the 21st
Century” was opened. CIS IPA Chairman Sergey Mironov issued RF President Vladimir Putin’s congratulatory message. Dozens of reports related to condemning the war, and the new situation created in the world after World War II and its developments.
RA NA President Artur Baghdasaryan noted in his speech that the victory in the World War II was of historical importance for the whole world. The evidence of that is the facts that a great number of European and international organizations participate in the forum.
During the World War II the fate of the whole mankind was really determined, the war had a serious influence not only on the development of the events of Central and South-Eastern Europe, but also on the whole world.
As a specific peculiarity of the World War II, one should note the circumstance that the victory against fascism was reached with united efforts of many peoples of the world, the Soviet country was not fighting against the Nazis alone, but together with allied states and at first, with Great Britain and USA.
The formation of the anti-Hitler coalition was inevitable, because on the eve of the patriotic war had already invaded the great part of the European continent, and the threat of the military campaign was very definite for Great Britain. In this sense the observation of Stetinius, the then US State Secretary, is memorable: “The people of America should not forget that they were on the edge of annihilation in 1942.” If the Soviet Union could not keep its front, the Germans would get opportunity to invade Great Britain. They could conquer Africa, and create springboard in Latin America. President Roosvelt had always before his eyes that threat.”
The conscience of the biggest danger for the whole mankind made the big powers, despite the different systems, the existing disagreements and contradictions, establish anti-Hitler coalition, to which 50 states joined later.
The establishment of the anti-Hitler coalition contributed to anti-Hitler movement of patriotic forces in the occupied countries of Germany: in Poland, Czechoslovakia, Greece, Albania, as well as Rumania, Hungary, Bulgaria and in Germany itself.
The shaping of anti-Hitler coalition was a brilliant example against strange ideas of the victory of reason, as well as it was practical revelation of cooperation of the states of different systems, state and political figures.
The final victory towards Fascist Germany was reached with joint efforts of anti-Hitler coalition and due to powerful anti-fascist movement that was going on through whole Europe.
The Armenian people, together with other people, had its deserved contribution in the great victory. 600.000 Armenians participated in the war. Despite the small number, our people showed the examples of military feat to the world: we had 4 marshals, 5 admirals, 79 generals, 106 USSR heroes and 70000 military order and medal bearers.
Here, in St. Petersburg, I would like to mention the name of Hermitage saviour, academician Hovsep Orbeli. Despite the order of leaving the city, Orbeli stayed in blockaded Hermitage and continued to lead the works of Hermitage preservation.
In the world anti-Hitler movement the Armenians living outside Armenia also had a deserved contribution. National fronts were established for uniting the Armenians’ efforts in many countries. In the USA, for example, the Armenian Progressive League and the Armenians’ National Council were functioning: in France – the Armenians’ National Front of France, friendship companies of the USSR with Syria, Lebanon, Egypt, Ethiopia, the Armenians’ National-Liberation Front in Bulgaria and anti-fascist organizations in Greece.
50000 were fighting against fascism in allied troops. 20000 Armenians were in US army with 38 generals, 30000 Armenians were in the armies of France and Great Britain.
Dozens of thousands of Armenians were fighting against fascism in partisan detachments and in Opposition movement, in concentration camps and prisons of Paris, Sofia and Greece.
Misak Manooshian was one of the heroes of that struggle, after which is named one of the streets of Paris.
Mkrtich Dashtoyan, who was posthumously awarded with the medal for “Military Deed” by the Government of Italy, participated in the Opposition European movement. Hundreds of partisans were fighting in the area of France, Yugoslavia, Czechoslovakia and other countries. Today, the USSR hero Suren Sargsian, is with us.
The sons of the Armenian people, in reality, occupy a special place among those, who made wonders of courage during the war years. And, today, after 60 victorious years, the Armenian veterans, as all victims of the severe was of the past centenary has the moral right to demand creation of a new system of security and guarantees of protection of the planet population from nuclear threat, global crimes, terrorism and violence from their states.
If in the 20th
century we acknowledged the whole horror of the World War II, then in the same 20th
century hope and confidence appeared with the establishment of anti-Hitler coalition, that the peoples’ reason is able to overcome inter-ethnic, inter-racial, inter-religious and other prejudices. And people were given opportunity to counter the new challenges appeared in the 21st
century. The experience of the anti-Hitler coalition is a vivid example for the unification of the states in the powerful anti-terrorist coalition in the new millennium.
The year 2005 is not only the 60th
anniversary of the victory in the World War II, but also the 90th
anniversary of the first genocide of the Armenians in the Ottoman Empire. There is a unique relation between these two dates. The 1915 Genocide that the states of the world did not condemn in time was repeated during the years of world war. The fascists persecuting millions of people of certain ethnic belonging, were convince of their being unpunished, due to Hitler’s words: “Who remembers today about the Armenians’ annihilation?” But the world condemned not only the crimes of Hitler supporters, but 15 states have already condemned the first genocide in the area of Ottoman Turkey.
The 60th
festive celebration of the great victory is also a reminder to the humankind for being awake and expressing political, moral will to uproot all the sprouts of fascism.
The MPs’ task is to provide a legislative basis for all this, provide the development of our societies in the direction of legal state and civil society.
We, ourselves, the MPs of the world, the representatives of the legislative powers of different countries, should declare the war out of law, and the peace and security, the fighting against terrorism and illegality make the agenda of our activities.
