Special Session at National Assembly

On November 27, at the convened special session of the National Assembly, the MPs adopted 21 drafts and ratified 4 international treaties debated at the previous four-day sittings.

The draft on the Order of Reimbursing the Losses of the Budget Incomes by the State as a Result of Applying the RA Laws on Reducing the Community Budget Incomes was debated.This draft according to Mr. Pavel Safaryan, Deputy Minister of Finance and Economy, was debated in the first and second readings, but because of the lack of quorum the draft failed and hence was presented again.

Mr. Aghvan Vardanyan, Minister of the RA Labor and Social Affairs, presented the draft on Making Amendment to the RA Law on the Rights of the Child.

The MPs debated proposed amendments to the Law on Veterans of the World War II and to the Law on Social Security of Military Servants and Their Family Members.

The drafts on Making Amendment and Addenda to the RA Law on State Duty and on Making Addenda to the RA Law on Licensing according to Mr. Andranik Manukyan, Minister of Transport and Communication, propose technical investigation of transport means and their appliances and the realization of teaching process of transport means to consider a type of income generating activity, which is subject to licensing. The duty for air pollution will be abolished by the draft.

Necessary amendments to the draft Law on Control Chamber and other laws connected to that law stem from the requirements of the Constitution, according to Mr. Suren Karayan, Deputy Minister of Finance and Economy.

The endorsement of the Head Standing Committee on Financial-Credit, Budgetary and Economic Affairs was presented by the Chair of the Committee Mr. Gagik Minasyan, who noted that the authors of the draft tried to keep by appropriate provisions related to the authorities and obligations the Constitutional requirement of independence of the Control Chamber, and its warranty is a collegiality as well.

The following drafts on Making Amendments to the RA Law on Minimal Monthly Wage, on Making Addenda and Amendments to the RA Law on Local Referendum, on Making Amendment to the RA Law on Local Self-Government, on Making Addenda to the RA Law on Simplified Tax, on Making Amendments and Addenda to the RA Law on Property Tax, on Granting Benefits in Tax and Obligatory Social Insurance Payments to Charentsavan Machine-Building Factory, on Recognizing Invalid a Number of the Former USSR, Arm. SSR, RA Laws and a Number of RA Supreme Council Normative Legal Acts, on Making Amendments and Addenda to the RA Law on Defense, on Approving 2007-2009 Three-Year Program of State Statistical Works, on Making Amendments and Addenda to the RA Law on Legal Regime of Martial Law, on Making Amendments and Addenda to the RA Law on Fight against Terrorism Financing and Legalization of Criminally Received Incomes, on Making Amendment to the RA Law on Tax Service, on Making Amendments to the RA Law on Land Tax, to the RA Law on Suspension of Cash-Registers Users’ Activities, on Making Amendment to the RA Law on Territorial-Administrative Division, on Automobile Transport, on Automobile Roads, on Nature Protection Payment Rates and on Ratification of the Financial Agreement between the Republic of Armenia and International DevelopmentPartnership (the third Program of the Social Investment Fund) were also debated.

The debates of proposed drafts on Making Amendments to the Law on Licensing and on State Tax will be continued at November 28 special session of the National Assembly.
