At NA Standing Committees’ Sittings

On April 28 the NA Standing Committees’ regular sittings were conducted.

At the NA Standing Committee on Defence, National Security and Internal Affairs under M. Shahgeldyan’s presidency was decided to submit for the second reading the government authorized draft law on Making Amendments and Addenda to the RA Criminal Procedure which presented Ararat Mahtesyan, deputy head of the Police. Deputy head of the Police noted that 4 proposals related to the bill were passed from the 5.

Serge Sargsyan, Minister of Defense submitted the agreement for the Preparation Military Staffs for Treaty Organization and Member States on Collective Security” signed in Moscow on June 23, 2005.

At the sitting of the NA Standing Committee on Foreign Relations, presided over Armen Roustamyan, was presented the agreement signed in Moscow 23, 2005 by Serge Sargsyan.

Davit Harutyunyan, Minister of Justice presented the voluntary records of the conventions for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment signed in New York on December 18. 2002 and on Liquidation of all forms of Discrimination of Women signed in New York on October 6. 1999.

   Andranik Manukyan, Minister of Transport and Communication presented the agreement on Joint Financing of Constant Secretary between the Government of the Sides of International Commission TRASEKA on International Transport Directed to the Development of the Corridor of “Europe –Caucasus- Asia,” signed on April 21, 2005 in Baku.

Gegham Gharibjanyan, Deputy Minister of Foreign Affairs presented the agreement on Financial Cooperation between the RA government and Japan.

Suren Karayan, Deputy Minister of Finance and Economy presented the agreement on Avoidance of the Double Taxation of Incomes and Property and Prevention of Evasion from the Taxation between the RA government and the government of Indonesia signed in Jakarta on October 12, 2005 and the agreement on Avoidance of the Double Taxation of Incomes and Property and Prevention of Evasion from the Taxation Between the Government of RA and the Government of the Arabian Republic of Egypt, ” signed in Cairo on December 6, 2005.

At the sitting of the Standing Committee on Social Affairs, Health Care and Environment, presided over Gagik Mkheyan, for the second procedure were debated the bills on Making Addenda to the RA Law on Social Insurance Cards and on Making Amendments to the RA Law on Personal Data, on Making Amendments to the RA Law on State Duty, on Making Amendments to the RA Law on Purposeful Use of Environmental Payments Paid by the Companies, on Making Amendments and Addenda to the RA Law on Civil Status Acts, on Making Amendments to the RA Law in the RA Land Code and on Making Amendments to the RA Law on Repressed.

The Committee also discussed the convention on Liquidation of all Forms of Discrimination of Women signed in New York on October 6, 1999, which will be submitted with an endorsement for the parliament’s ratification.

The debate of the government authorized bill on Making Amendments and Addenda to the RA Law on Drugs and Psychotropic Substances was postponed for 30 days.

The Chairman of State Water Committee of the Ministry of Territorial Administration of the Republic of Armenia Andranik Andreasyan presented the government authorized bills on Establishment of Privileges of Environmental Payments to “Yerevan Jur” (Yerevan Water) CIS and on Making Addenda to the RA Law on Environment and Use of Nature Payments.

  Arcvik Minasyan, Deputy Minister of Labor and Social Affairs presented the government authorized bills on Making Addendum to the RA Law on Licensing and on Making Addendum to the RA Law State Duty. He informed that there are 8 state and 6 private orphanagesoperating in the RA. The Committee also debated the bills on Protection of Availability of Public Places and Public Transport for the Disabled and Inactive Persons and on Making Addenda to the RA Code on Administrative Offences authorized by the MPs Gagik Mkheyan, Gagik Avetyan and Samvel Shahgaldyan. Gagik Mkheyan noted that 22 NGOs dealing with the key problems of the disabled endorsed the draft law.

The bills debated in the Committee were endorsed to be put on the draft agendas of the NA four-day sittings and big agenda.

The NA Standing Committee on Financial –Credit, Budgetary and Economic Affairs, presided over Gagik Minasyan, endorsed three bills to be put on the agenda of the NA seventh session.    

Arcvik Minasyan, Deputy Minister of Labor and Social Affairs presented the envisaged addenda to the Laws on Licensing and on State Duty. The proposal for amendment to the Law on Local Duties and Payments is one of the steps done within the framework of combating tobacco.

With the Committees endorsement 16 issues and 4 international agreements will be put on the agenda of the forthcoming four-day sittings.

Deputy head of the State Tax Service presented the MPs the proposal of Making Amendment and Addendum to the Law on Income Tax.

The other part of the issues included in the agenda of the Committee sitting will be proposed to be passed through the third and second reading during the forthcoming plenary sitting.

The NA Standing Committee on State and Legal Affairs under the head of Rafik Petrosyan debated through the first reading procedure the government authorized bills on Making Amendments and Addendum to the RA Law on Criminal Executive Service on Making Amendments to the RA Criminal Code on Making Amendments and Addenda to the RA Criminal Executive Code, on Making Addenda to the RA Criminal Procedure Code, which presided Davit Harutyunyan, the RA Justice Minister.

The government bill on Making Amendments and Addendum to the RA Criminal Code was debated through the first reading.

Deputy Prosecutor of the RA G.J. presented for the first reading the government authorized draft law on Making Amendments and Addenda to the RA Law on Prosecutor’s.

Rafik Petrosyan presented the bill on Making Amendments and Addenda to the RA Law on NA Rules of Procedure. He also presented for the first reading the MPs authorized draft law on Provision of the MPs Pension, on Making Addendum to the RA Law on State Pension and the bill on RA NA MPs’ Behavior.

Presenting the government’s conclusion, the RA Justice Deputy Minister Gevorg Malkhasyan noted that the Ad hoc Committee on Ethics has no competences of making answerable the deputy.

The bills on Making Amendments and Addenda to the RA Electoral Code, on Making Addenda and Amendments to the RA Code, on Making Amendment and Addendum to the RA Law on Parties, authorized by the MPs Hovhannes Margaryan, Armen Roustamyan, Aleksan Karapetyan, Mkrtich Minasyan, Grigor Haroutyounyan, Samvel Nikoyan, Mnacakan Petrosyan, were debated for the first reading, which presented Hovhannes Margaryan, co-author of the bill.

      The bills on Making Amendments and Addenda to the RA Criminal Procedure Code, on Making Addenda to the RA Law on Legal Acts, on Making Amendment to the RA Law on RA CB, on Making Addenda to the RA Law on Social Security Cards, on Making Amendments to the RA Law on Personal Data, on Responsibility for Offences in Urban Development, on Making Amendment and Addendum to the RA Law on Copyright and Adjacent Rights, on Making Amendments and Addendum to the RA Civil Code, on Making Amendment to the RA Criminal Code, on Making Amendments to the RA Land Code, on Making Amendment to the RA Law on Repressed, on Making Amendments and Addenda to the RA Law on Civil Status Acts were debated for the second reading.

The MPs submitted bill on Creative Workers and Creative Unions and MP Shavarsh Kocharyan’s bill on RA Electoral Code were postponed for 30 days.

All the debated bills with an endorsement will be put on the draft agendas of the NA four –day sittings and big session.
