At the regular sitting of February 6, the National Assembly debated in the first reading the draft law on Making Amendments and Addenda to the RA Code of Administrative Offenses with the attached legislative package presented by the RA Deputy Minister of Internal Affairs Arpine Sargsyan. The amendments included in the legislative package refer to the fines imposed as a result of the violation of traffic rules, the simplification of administration, and the reduction of the workload of the administrative courts.

According to Arpine Sargsyan, at the moment, the police, especially in case of violations of traffic rules, carry out the administrative liability notices in paper form, which is a burden on the state and inappropriate to the accepted international experience. The initiative proposes to bring the citizens into the field of digitization. That is, if the citizens submit an acceptable e-mail address through the Roadpolice.am application, in that case, the notification of applying an administrative liability measure will be sent to that address, as a result of which the amount of the originally planned fine will be discounted by 20%. For instance, if the amount of the fine was 5000 AMD, it will be 4000 AMD if received by e-mail. This amendment is expected to take effect on July 1.

Another amendment is proposed. Thus, if the citizen pays at least 70% of the fine imposed within 15 days from the day following the notification, the obligation to pay the fine will be considered completely fulfilled, except for the case of appealing the decision to impose an administrative penalty.

Other amendments to appeals regarding fines are also proposed.

The rapporteur was asked questions related to the problems of the sector, issues concerning appeals, fine reduction system, etc. It was proposed to present and clarify the planned amendments to the citizens through social clips.
