On November 11 the National Assembly began the work of the next four-day sittings.

On the occasion of the day of the Local Self-Government bodies the NA President Hovik Abrahamyan congratulated the representatives of the sphere, and then he introduced the draft laws of the agendas of the session and the four-day sittings, which were approved by the NA deputies’ voting.

The NA President also welcomed the pupils and teachers of a number of secondary institutions of Vanadzor, who were in the legislative body within the framework of the Open Lesson programme of the National Assembly and were following the procedure of the NA sitting.

The NA deputies by voting passed the package of bills proposing amendments to the law “On the Payment of the Persons with State Positions” and to a number of laws debated in the previous sitting, ratified the debated three international treaties and ended the debate of the bill “On Amending the RA Law on Profit Tax.”

The National Assembly also debated the bills “On Amending the RA Law on Property Tax,” “On Amending the RA Criminal Code” and “On Amending the RA Law on Value Added Tax” submitted in the second reading.

The parliament also debated the issue of appointing the Chairman of the RA Control Chamber.

The President of the National Assembly Hovik Abrahamyan reminded that according to the paragraph 4 of Article 83 of the Constitution, the Chairman of the RA Control Chamber is appointed by the recommendation of the President of the Republic, by the National Assembly with six-year term, and said that the RA President had nominated Ishkhan Zakaryan’s candidacy for the second time to be appointed in that position.

Ishkhan Zakaryan thanked the RA President for again nominating his candidacy, and then he presented his progamme approaches, saying that they had been also thoroughly debated during the meetings with the NA factions. He expressed readiness for also publicly working and answered the NA deputies’ questions.

The factions presented their views on the issue under debate.

Zaruhi Postanjyan presented the views of the Heritage faction, and said that they would vote against his candidacy.

According to Armen Rustamyan, the faction will not take part in the voting.

Introducing the view of the Rule of Law Party Hovhannes Maragaryan said that they would vote for the proposed candidate.

The Head of the ANC faction Levon Zurabyan noted that the faction was against Ishkhan Zakaryan’s candidacy but they would not take part in the voting.

Naira Zohrabyan presented the view of the Prosperous Armenia Party and noted that they would vote for the proposed candidate.

According to the Head of the RPA faction Galust Sahakyan, they would defend Ishkhan Zakaryan’s candidacy.

In his final speech Ishkhan Zakaryan assured that he would continue to work with the same spirit, open and transparent, pointing out the existing speculations.

The Chairman of the NA Ad-hoc Counting Committee Sukias Avetisyan said that the secret ballot will be held on November 12, from 12:15 until 13:00.

The NA deputies also debated the package of bills proposing amendments to the law “The RA Administrative Code” and to a number of laws connected with it.

The RA Deputy Minister of Justice Grigor Muradyan delivered a speech on certain articles.

The National Assembly will continue the debate of the package of bills at November 12 sitting.
