National Assembly Begins the Works of the Four Day Sittings
On December 1 the National Assembly began the works of the last four-day sittings of the fourth session of the fourth convocation of the National Assembly of the Republic of Armenia. After approving the agenda, the MPs began the debates of the legislative initiatives, presented for the second reading.

Mr. Artyush Shahbazyan, co-author, submitted the draft law of the Republic of Armenia, authorized by the MPs Mr. Vahan Hovhannisyan and Mr. Artyush Shahbazyan on Making Amendments and Addenda to the RA Code on Administrative Offences, noting that there were no proposals from the first to the second reading.
 
Mr. Gagik Abrahamyan presented the endorsement of the Standing Committee on State and Legal Affairs of the National Assembly, related to the bill.
 
Ms. Karine Kirakosyan, Head of State Property Management Department, adjunct to the government of the Republic of Armenia, presented the bill of the Law of the RA Government on Making Addenda and Amendments to the RA Law on Project of State property Privatization of 2006-2007. Mr. Vardan Ayvazyan, Chairman of the Standing Committee on Economic Affairs of the National Assembly said that the committee endorsed the bill. The added articles were debated for the first reading and the bill was debated through the procedure of the second reading. 
 
Mr. Nikolay Arustamyan, Deputy Minister of the Justice of the Republic of Armenia, submitted for the second reading the package of the bills on Making Amendments and Addenda to the RA Law on Legal Acts and adjunct to it the bill on Making Amendment to the RA Criminal Code, noting that the great part of the 20 proposals were accepted. Clarifications were given, related to the non-accepted proposals.
 
Ms. Zaruhi Postanjyan, presented the endorsement of the Standing Committee on State and Legal Affairs of the National Assembly.
 
Head of the Armenian Civil Aviation Department Artyom Movsisyan submitted for the second reading the draft law on Making Addenda to the RA Law on Legal Acts.

According to Mr. Armen Grigoryan, Minister of Sport and Youth Affairs, the MPs debated the treaty on Approving the Statute of extended Partial   agreement on sport, which was signed on May 11, 2007.

Mr. Manvel Badalyan, Head of the Council of Civil Service, presented for the first reading the draft of the RA Law on Making Addenda and Amendments to the RA Law on Civil Service.

Mr. Artyush Shahbazyan, Deputy Chairman of the Standing Committee on State and Legal Affairs presented the endorsement of the committee.

Mr. Gevorg Danielyan, Minister of Justice of the Republic of Armenia, submitted for the first reading the package of the legislative initiatives on Making Addenda to the RA Civil Code, on Making Amendment to the RA Code on Administrative Offences and on Making Amendment to the RA Criminal Code.

Mr. Artyush Shahbazyan, presented the endorsement of the committee, related to the bill.

Mr. Armen Martirosyan, presenting the view of the Heritage faction, called his colleagues to vote against the adoption of the legislative package and the Government to take it back. It was noted that there was a similar bill in the Standing Committee on Economic Affairs.

Mr. Gevorg Danielyan, Minister of Justice, touching upon the MPs' questions, said that the package was debated for months and the Government is ready to debate it with interested sides.

The Government submitted legislative initiative on Making Addenda and Amendments to the RA Law on Referendum was debated for the first reading.

The debate of the bill will be continued at December 2 sitting of the National Assembly.
