National Assembly Begins the Work of the Last Four-day Sittings of the Session

On December 7 the National Assembly began the work of the next four-day sittings.

By the proposal of the NA President Galust Sahakyan the deputies in one-minute silence honoured the memory of the thousands of victims of Spitak disastrous earthquake occurred in 1988.

Afterwards the deputies welcomed the teachers and pupils of Yerevan Argentine Republic N 76 Basic School, who visited the parliament within the framework of the NA Open Doors programme and were observing the sitting.

The NA President Galust Sahakyan presented the draft agendas of the session, then the four-day sittings, as well as the decision of postponing a number of draft laws. The parliament by voting approved the draft agendas and the NA decision.

Then the deputies by voting passed a series of legislative initiatives debated in the previous four-day sittings.

The draft law “On Amending the RA Law on Holidays and Memorial Days of the Republic of Armenia” authored by the Government was debated in the first reading.

The RA Minister of Education and Science Armen Ashotyan has informed that it is suggested to establish May 16 Students and Youth Day in Armenia. Artak Davtyan submitted the endorsement of the NA Committee on Science, Education, Culture, Youth and Sport.

The draft law “On Amending the RA Law on Education” was debated in the first reading, which presented Ruzanna Muradyan. The Deputy Chair Karine Poghosyan presented the endorsement of the NA Committee on Science, Education, Culture, Youth and Sport.

Armen Ashotyan noted that the Government submitted recommendations which will be debated before the second reading.

The NA deputies Tigran Urikhanyan, Tevan Poghosyan, Mikayel Melkumyan and Zaruhi Postanjyan in their speeches on the issue touched upon the problems and reforms of the system, steps taken to the improvement of the education quality, the necessity of making the pedagogue’s social situation more stable, the creation of the competitive conditions in the educational institutions, the provision of the students’ credits and other issues.

The parliament in the first reading debated the bill “On Amending the RA Law on Higher and Post-graduate Professional Education,” which authored the NA deputy Tevan Poghosyan. Ruzanna Muradyan introduced the endorsement of the Head Committee and highlighted the amendments made. Armen Ashotyan presented the viewpoint of the Government in his report.

Afterwards the parliament began debating the election of the members of the RA National Commission on Television and Radio (NCTR). The NA Deputy Speaker Edurad Sharmazanov has informed that by the results of the competition organized by the Competition Commission the candidacies of Koryun Arakelyan, Hayk Kotanyan and Armen Mkrtchyan were presented. The candidates of the NCTR members delivered speeches and emphasized the open and transparent work between the NCTR and the NA relevant Committee. The candidates also answered the deputies’ questions.

The NA deputies Tevan Poghosyan, Artashes Geghamyan and Rubik Hakobyan gave speeches on the candidacies.

The Head of the RPA Faction Vahram Baghdasaryan presented the viewpoint of the Faction and noted that they would vote for the candidacies.

The Secretary of the NA Ad-hoc Accounting Committee Tevan Poghosyan has informed about the order, venue and time of the candidates’ voting. He has noted that the voting will be held in the foyer next to the NA Session Hall on December 8 at 1:30 p.m.

The parliament in the second reading debated the bill “On Amending the RA Law on Financial Leveling” authored by the Government.

The National Assembly will continue the work of the four-day sittings on December 8.
