On June 19 the National Assembly continued the work of the extraordinary session.
By the presentation of the RA Deputy Minister of Finance Vakhtang Mirumyan, the draft law “On the Public Sector Accounting” was debated in the first reading.
Sukias Avetisyan presented the endorsement of the NA Standing Committee on Financial-Credit and Budgetary Affairs.
Vakhtang Mirumyan in the first reading also presented the draft law “On Transfer Price Formation” for debate.
Exchange of thoughts on the bill took place. All the speakers have highlighted the necessity of the law, nevertheless, noting that there are a number of contradictions, and it needs revising. In his final speech Vakhtang Mirumyan has touched upon the deputies' recommendations and remarks, noting that most of them are inadmissible.
By the Deputy Minister's presentation, the parliament also debated in the first reading the draft law “On Amending the RA Customs Code.”
The RA Minister of Economy Karen Chshmaritian submitted to the parliament for the first time the draft law “On Amending the RA Law on Taxes.”
The Chairman of the Civil Service Council Manvel Badalyan submitted for the legislators’ debate in the first reading the draft law “On Amending the RA Law on Civil Service.”
By Vakhtang Mirumyan’s presentation, the deputies in the first reading debated the draft law “On Amending the RA Law on Turnover Tax” with enclosed legislative package.
The deputies Mikayel Melkumyan, Vardan Ayvazyan, Khosrov Harutyunyan and Artsvik Minasyan delivered speeches on the item under debate. Levon Zurabyan presented the view of the ANC faction, and Mikayel Melkumyan introduced the view of the PAP faction. Presenting the view of the RPA faction, the Head of the faction Vahram Baghdasaryan has noted that it has been an admissible bill, and the deputies’ proposals would be debated in the period from the first to the second reading.
In his final speech Vakhtang Mirumyan noted that the government would review the legislative package from the first to the second reading and would debate all concerns and proposals.
The deputies in the first reading debated the draft law “On Amending the RA Law on Accumulative Pensions” and the legislative package envisaging amendments to 8 laws enclosed to it. In the word of the RA Minister of Labor and Social Affairs Artem Asatryan, it is dictated by the necessity of the implementation of the Constitutional Court decision and by the RA citizens’ concerns.
The NA deputies in their interpellations touched upon the advantages and the drawbacks of the system, the rise of the public awareness on the system, the content difference between the accumulative pension and the purposeful social payment systems, the management of the accumulative component, other problems relating to the choice of funds and pension reforms, on which Artem Asatryan made clarifications
