National Assembly Ends the Budgetary Debates

On November 14 the parliament continued the work of the four-day sittings. Before the debate of the agenda item votes were held: the parliament ratified the loan agreement “Yerevan Water Supply Improvement Programme” between the Republic of Armenia and the European Bank of Reconstruction and Development signed on 19 July 2013, passed in the second reading the “RA Administrative Judicial Code,” “On Amending the RA Law on Taxes” and the legislative package envisaging amendments to 9 laws enclosed it. The MPs passed Articles 115, 116, section 5 of the RA Administrative Judicial Code included in the abovementioned package of bills, the draft laws “On Amending the RA Civil Judicial Code” and “On Amending the RA Judicial Code.”

By the proposal of the NA Speaker Hovik Abrahamyan the deputies welcomed the pedagogues and the pupils of Voske Nur (Golden Pomegranate) Art School, who were taking part in the sitting within the framework of Open Lesson programme.

Then the parliament continued to debate the RA draft law “On 2014 RA State Budget.”

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan made a report.

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan in his speech noted that the basic financial document of the coming year had been debated in the committee and endorsed.

The NA deputies also expressed opinions on the draft budget.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech and deemed positive the political pluralism in the parliament.

Taking the advantage of the opportunity given by the law NA Rules of Procedure the members of the government also delivered speeches: the RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan, the Minister of Justice Hrayr Tovmasyan, the RA Minister of Economy Vahram Avanesyan.

On the same day the National Assembly convened an extraordinary sitting and continued the debates of the state draft budget for 2014.

The NA factions presented their views on the item under debate.

The ARF representative Artsvik Minasyan qualified the policy ineffective and situational in general, though deemed positive the investment of the united payment system, the rating policy in the sphere of education.

Hovhannes Margaryan presented the view of the Rule of Law faction, characterizing the budget as socially oriented and touched upon a number of successes of key importance for the faction.

Introducing the view of the ANC faction Levon Zurabyan informed the attendees that the presented budgetary document was unacceptable for the faction.

The representative of the Prosperous Armenia faction Naira Zohrabyan has noted that the economy of Armenia had no perspective, unless the authorities implement consistent system policy.

In his final speech the RA Prime Minister Tigran Sargsyan thanked the MPs for concerning debates, which would give an opportunity for the government to make specifications in the pursued policy. At the same time he deemed acceptable the criticism of the opposition on unemployment, immigration and corruption and assured that the policy of the government had been aimed at the elimination of those phenomena.

The NA Speaker of the National Assembly Hovik Abrahamyan announced an interval for the debate of the budget at least for four days and informed the deputies to submit their recommendations within 24 hours.

The National Assembly ended the works of the four-day and extraordinary sittings.
