At the Sittings of the NA Standing Committees

On November 8 the NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan debated and endorsed two legislative initiatives for including them in the agendas of the NA autumn session and upcoming four-day sittings.

The Deputy Head of the RA Police adjunct to the RA Government Artur Osikyan submitted the package of bills “On Amending the RA Criminal Code” and “On Amending the RA Code on Administrative Infringements.”

Then the Committee debated the draft law “On Amending the RA Law Rules of Procedure of the National Assembly.

The debate of a series of bills included in the agenda was postponed by the authors’ proposal.

The NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan in the first reading debated the legislative package “On Amending the RA Law on Taxes” and “On Amending the RA Law on Budgetary System.”

The key reporter Khosrov Harytyunyan presented his view on the package.

The RA Minister of Finance Davit Sargsyan touched upon some disputable provisions concerning the legislative technique.

The bill “On Amending the RA Law on Shareholding Companies” was also debated in the first reading.

The debated issues will be included in the draft laws of the agendas of the NA session and the upcoming four-day sittings.

The bill “On Amending the RA Law “On Licensing” was debated in the first reading.

The RA Minister of Health Care Derenik Dumanyan presented the view of the government and proposed the authors of the bill to work jointly on amending the draft law.

The draft law was endorsed to be included in the draft law of the NA session agenda.

The debate of the draft law “On Amending the RA Customs Code” was postponed up to one year.

The bills “On Amending the RA Law on Value Added Tax” authored by the government and the NA deputy Mikayel Melkumyan and the “On Amending the RA Law on Value Added Tax” authored by Martin Sargsyan, the package of bills “On Amending the RA Law on Shareholding Companies” and “On Amending the RA Law on Securities’ Market” were debated in the second reading procedure were debated, and they will be included with endorsement in the draft agenda of the NA upcoming four-day sittings.

The Committee summed up the debates of the RA draft law “On 2014 RA State Budget.”
