Outgoing Sitting of RA NA Standing Committee on Territorial Management and Local-Self Government to Shirak Marz

On December 17 the NA Standing Committee on Territorial Management and Local-Self Government to Shirak Marz led by Hovhannes Margaryan held an outgoing sitting in the villages of Aregnadem, Jajur and Arapi of RA Shirak Marz. We’ll note that the outgoing sitting being held by the NA Standing Committee on Territorial Management and Local-Self Government was organized within the framework The National Assembly in the Marzes announced by RA NA by the assistance of the joint program of RA NA and USAID. The NGOs representing the Public Network also took part in the marz meetings.

The Committee Chairman Hovhannes Margaryan informed the residents of the communities that the NA Speaker Hovik Abrahamyan also planned to visit Shirak Marz, but due to the convened extraordinary session the programme had been changed.

First, the deputies visited Aregnadem community. Hovhannes Margaryan told the population of the community that the committee initiated to hold outgoing sittings in the borderline, highland communities of the republic in order to get familiarized with the problems and situation, to submit proposals to RA Government and relevant bodies.

The head of Argnadem community Aghunik Hazryan said that the residents of the village were 453, about 110 families. The head of the community highlighted the improvement of the conditions of the school building. Hovhannes Margaryan ensured that the problem should be submitted to RA Government for the debate.

The deputies continued the outgoing sitting in Jajur village. There are more than 900 people in the village.

The head of the community Sokrat Suvaryan touched upon the numerous problems of the village, distinguished some of them, which in his and villagers’ opinion demand to be urgently solved.

The first problem was to provide 43 families, which were left homeless after the earthquake, with houses.The head of the community said that because of the disastrous earthquake the village had completely been destroyed. Both the deputies and the residents of the community agreed that from all existing problems the important one was the solution of the housing of the homeless residents. The head of the community also highlighted the gasification of the community, in connection of which Hovhannes Margaryan noted that the problem was at the phase of settlement, and it would be solved in the upcoming spring.

The cleaning of the riverbed of the River Akhurian passing through Jajur territory was highlighted, about which Hovhannes Margaryan noted RA Government had envisaged the complex programme of cleaning the rivers of the republic, on the list of which the cleaning of the River Jajur would be carried out.

The village of Arapi, where the deputies have been at the end of the day, was the biggest with its territory and population. The population of the community is 2300 people. Before the earthquake there were Culture of House, a two-storied school, a kindergarten, medical aid, libraries, etc. However, due to the disastrous earthquake the life and social situation of the village has been changed. Later many restoration works have been done, as a result of which, a school of 210 students, library, a small enterprise of milk processing function, etc.

The head of the community Albert Ayvazyan also touched upon the problem of gasification, about which Hovhannes Margaryan said that in this village in spring would begin the works of gasification.

The most important problem that the village has, are the landslides, which is a result of the rise of the underground waters and the building of the dam.

According to the head of the community, the Government has warned about the problem, certain works have been done and complex solution has been shown in 2012-2014.

Besides these problems, the importance of having Fruit-Vegetable Reprocessing Plant was highlighted.

Summing up the outgoing sitting, which was held in Aregnadem, Jajur and Arapi villages the Committee Chairman Hovhannes Margaryan noted that they would present proposals on the debated issues and they would try to support by all means the settlement of the problems.
