At the Sitting of the National Assembly - Environmental Issues

The October 2 four-day sittings of the National Assembly began with the debate of the resolution of the National Assembly on making addenda to the agenda of the session and the agenda of October 2-5 sittings. The MPs rejected by voting the draft resolution of the National Assembly on Making Addenda to the Law on the Body to Regulate Public Services to be put on the agenda of the eighth session of the National Assembly, naturally the draft was not put on the agenda of the four-day sittings.

After the debate of the draft on Food Safety, interrupted in the previous sitting and the necessary amendments and addenda of the other laws, the MPs touched upon the draft on the RA National Water Program, submitted for the second reading.

According to the main speaker, Minister of Environmental Protection Mr. Vardan Ayvazyan, the submitted draft should be the main document of the perspective development of water resources management and protection of water systems.

Presenting the endorsement of the relevant Committee on Social Affairs, Health Care and Environment of the National Assembly, Mr. Mnatsakan Petrosyan, Chairman of the Committee, noted a number of shortcomings, presented proposals, expressing a hope that they will be included in the draft up to the second reading. Mr. Petrosyan also proposed a number of provisions of the appendix to be included in the law.

Highlighting the draft under debate, the MP Mr. Viktor Dallakyan proposed to include the appendices in the law and regulate the arrangements related to the water resources owning by the appropriate resolutions of the National Assembly and not the executive body. And the MP Tatul Manaseryan proposed to register in the draft also the long-term arrangements on line with the short-term arrangements of the National Water Program.

In his final speech Mr. Ayvazyan assured that the proposals will be discussed, and considered acceptable to make a component of the law part of appendices.

The draft on Specially Preserving Nature Locations was also debated for the first reading.

According to Mr. Vardan Ayvazyan, Minister of the Environmental Protection, the package of the RA draft laws on Substances Depleting the Ozone Layer and on Making Addendum to the RA law on State Duty is elaborated by the Vienna Convention for the Protection of the Ozone Layer and Montreal Protocol and aims to provide the fulfillment of the responsibilities of the country, defined by the London and Copenhagen correction of the protocol.

By another draft, related to the Environment, on Making Addendum to the RA Law on RA Budget system, the legislative guarantees of the purposeful use of environmental payments and collected sums are defined.

The National Assembly of the Republic of Armenia will continue the work of the four-day sittings on October 3.
