On April 8 the National Assembly continued its work and adopted by voting more than two dozens of legislative initiatives debated previous day. Before discussing the draft laws the Speaker of the National Assembly Mr. Tigran Torosyan informed the MPs that according to the Article 104/1 of the NA Rules of Procedure, the draft law The Statement of the National Assembly of the Republic of Armenia on the Settlement of the Nagorno Karabakh Issue, which will be debated in an extraordinary order.
The MPs continued the debate of the package of the draft laws presented by the government On Internal Audit and On Treasury System. Mr. Gagik Minasyan, Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs, answered the MPs’ questions. Mr. Atom Janjughazyan, Deputy Minister of the Finances and Economy-Chief Treasurer touched upon the questions and clarified them raised by the MPs in his final speech.
Mr. Ara Nazaryan, Deputy Defense Minister presented for debate the draft law in the first reading on Amending the RA law on Military Police. Mr. Artut Aghabekyan, Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs presented the endorsement on the draft.
Mr. Andranik Andreasyan, Chairman of the Water Economy Committee of the Ministry of Territorial Administration presented the legislative initiative of the government On the State Regulation of Providing the Technical Security. Mr. Vardan Bostanjyan, Deputy Chairman of the Committee, presented the endorsement of the NA Standing Committee on Economic Affairs.
Then Mr. Andranik Andreasyan presented for debate the credit agreement 2363-ARM (SF) (Programme of Water Supply and Water Removal Sector) between the Development Bank of the Republic of Armenia and Asia signed on December 18, 2007. He noted that the Asian Development Bank will allocate money equivalent to 45 million USD. The credit will start to be covered from 2008 and will end in 2039. Works regarding on water system will be carried out in 125 communities of Armenia, the programme will be implemented in 5 years. The main reporter said that the water tariff will also rise, instead we'll have water of high quality and increase of water. Mr. Artur Grigoryan, committee member of the NA Standing Committee on Financial-Credit and Budgetary Affairs presented the endorsement. Mr. Lyova Khachatryan, committee member of the NA Standing Committee on Foreign Relations presented the endorsement.
The parliament also debated the draft law on Making Addendum to the RA law on RA Honourable Titles presented for the second reading, which prepared the MPs Mrs. Hranush Hakobyan, Mrs. Hermine Naghdalyan, Mr. Vazgen Karakhanyan, Mr. Karen Karapetyan, Mr. Myasnik Malkhasyan. Mr. Rafik Petrosyan presented the endorsement of the NA Standing Committee on Science, Education, Culture, Youth and Sport.
The package of the draft laws On Making Addendum and Amendment to the RA law On the Funds prepared by the MPs Mrs. Hranush Hakobyan and Mr. Karen Karapetyan and On Making Addendum and Amendment to RA Code on Administrative Infringements on which the opinion of the NA Standing Committee on State-Legal Affairs was positive, was also debated in the second reading.
The parliament also debated the Convention On the International Trade of the World Species of the Wild Fauna and Flora Being at the Vanishing Point, which was signed on March 3, 1973 in Washington and supplemented on June 22, 1979 in Bonn. The agreement On Accepting Back the Persons Being Without Permission between the Government of the Republic of Armenia and the Government of the Republic of Bulgaria, which was signed on November 13, 2007 in Yerevan
