NA Deputies’ Speeches During Debate of Draft Law on Granting Pardon Towards Persons Evading Military Service

On May 4, the National Assembly debated the draft law on Granting Pardon towards the Persons Evaded Who Avoided Compulsory Military or Alternative Service, Regular Conscription, Training Camp or Mobilization Conscription authored by the Government. The NA deputies expressed their viewpoints.

Shirak Torosyan: It is a right pardon. I welcome the decision of the Government. I would like to touch upon other problem. I mention the persons, who get the RA citizenship due to circumstances under age, but continue living in the third country and serve there. Later, in case of the attempt of getting the RA citizenship our law obliges to serve the Armenian army. This problem shall be solved, and dismiss those people from the additional service.

Artak Manukyan: What will be, if the man could be registered through electronic platforms? When they come to cross the border, at the moment of the entry, we as a state, will be obliged to examine the case during conventional 10 days. We should give the people an opportunity of forecast.

Nikolay Baghdasaryan: You should correctly formulate the procedures. It lasts weeks before bringing the case from the archive. We shall consider the action done within the term from the moment of applying an application before the given person regulates the issue of his/her documents abroad. We shall record the moment of the use of submitting them and the pardon. We shall do it in the context of pardon.

Andranik Kocharyan : During the last period the parents of our soldiers who have passed the war, present numerous proposals. They welcome the initiative of pardon, propose to find a mechanism of encouraging our soldiers who have passed 44-day war. That idea is acceptable for us. We shall think what mechanism of encouraging to choose.

Rustam Bakoyan: The necessity of law has been matured. The adoption of the draft law will let our citizens residing abroad to return and promote the development of the Motherland. The law is important, and I call on all factions to vote for it.

Ani Samsonyan: It was a long-awaited draft law. The Bright Armenia Faction has presented it long ago. I highlight this draft law in three aspects. First, our compatriots will return and will have their contribution to the development of Armenia. Second, this can shake off the burden laid on the army and on the law enforcement system. Third, it will promote the solidarity of the generations.

Sergey Bagratyan: I propose to make procedural amendment. We’ll do in a way they will be deprived of this responsibility by the law of force. And inform 5131 citizens about that through electronic way with the second step. We’ll have to solve the problem in a way that there will never be a citizen unaware of it, and make use of the huge step of humanism made by the state.

The deputies Hrachya Hakobyan and Arpine Davoyan touched upon the statements sounded in today’s speech of the deputy of the Bright Armenia Faction Taron Simonyan.

Hrachya Hakobyan : How many times we can come, stand on this rostrum and make irresponsible statements, speak about pro-Armenian activities, but be persons making non-Armenian statements. Unlike you, the ruling majority has responsibility towards the RA and our captives and knows what statement to make.

Arpine Davoyan : I would like to remind Taron Simonyan that this is not his auditorium, and he is not our lecturer to come and give speeches in such tone from here. I am sorry that the NA deputy is not aware what actions take place. Snap elections will be held in the RA. Mr Simonyan is much more concerned about the format of occupying pre-electoral place and pre-electoral speech. I urge Mr Simonyan to look for other place his lost votes.
