Parliament Continues the Work of the Four-day Sittings

On February 24 the RA National Assembly continued the work of the four-day sittings.

At the beginning of the sitting by the proposal of the NA Speaker Galust Sahakyan the deputies welcomed the lecturers and students of Northern University who had visited the parliament within the framework of the NA “Open Doors” programme and were observing the sitting.

The NA Speaker Galust Sahakyan has informed that a sitting of the Accounting Committee has been held and Sukias Avetisyan has been elected Chairman of the Committee, and the Secretary – Tevan Poghosyan.

The NA Speaker has informed that David Kocharyan has been withdrawn from the NA Prosperous Armenia faction according to his application in written form.

Then the parliament by voting passed the legislative package “On Amending the RA Law on Local Self-Government in the City of Yerevan” and envisaging amendments to a number of laws conditioned by it and ratified the agreement “On Cooperation in the Sphere of Military Messenger-Post Communication between the Government of the Republic of Armenia and the Government of the Russian Federation” signed in Yerevan on 2 December 2013.

The parliament continued debating the NA draft statement.

Then the parliament continued debating the NA draft statement “On Governance Crisis Emerged in the Republic of Armenia” authored by the NA deputies Naira Zohrabyan and Levon Zurabyan.

The NA deputies Vardan Ayvazyan and Samvel Farmanyan presented their viewpoints on the issue.

The NA Deputy Speaker Hermine Naghdalyan delivered an extraordinary speech in relation to the issue. Touching upon the NA draft statement, the NA Deputy Speaker has opined that the opposition has no concrete action plan, and there is no road map for solving the occurred problems. She has talked about the inner and foreign policy of Armenia and the volume of investments.

The Head of the Heritage Faction Rubik Hakobyan presented the viewpoint of the faction, noting that an open debate should be held to pull out the country from the created critical situation.

In the name of the ARF Faction Artsvik Minasyan noted that the debate should propose ways of overcoming the created situation. To his observation, there is corruption and monopoly, distrust towards the electoral system.

The Head of the Rule of Law Faction Heghine Bisharyan has touched upon the social situation, emigration, tax policy and judicial power in the country.

The Secretary of the ANC Faction Aram Manukyan positively assessed the tangible progress during the recent period in the development process and touched upon the emigration, unemployment and judicial power.

The Head of the Republican Faction Vahram Baghdasaryan has expressed readiness to debate the problems with the opposition forces if the latter make recommendations.

The key speaker Levon Zurabyan in his final speech touched upon the two-day debates and the challenges facing the country.

The Government proposes to diminish the additional burden falling on the entities.

Then the parliament debated the legislative package “On Amending the RA Law on Value Added Tax,” “On the Specifics of Payments and Calculation of Indirect Taxes between the Republic of Armenia and the Member States of the Eurasian Economic Union” and “On Amending the RA Law on Approval of List of Goods Imported by Organization and Private Entrepreneurs, That Have '0' Customs Duty Rate and are Not Subject to Excise Taxation and for which Value Added Tax shall not Be Calculated and Collected by Customs Authorities.” The RA Deputy Miniser of Economy Emil Tarasyan presented the goal of the draft laws.

In his speech the Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan has noted that the proposing amendment is a result of economic policy pursued by the government.

The parliament debated the bill “On Amending the RA Law on Parties” for passing it completely in the second reading.

The action plan of the RA Public Services Regulatory Commission for 2015 was debated.

The Chairman of the RA Public Services Regulatory Commission Robert Nazaryan submitted for debate the action plan of the Commission for 2015.

The debate of the issue will continue at February 25 NA sitting

The last hour of the sittings, according to the Rules of Procedure, was allotted to the deputies’ announcements.
