At the Sittings of the RA NA Standing Committees

On November 7 the RA NA Standing Committee on State and Legal Affairs moderated by Hovhannes Sahakyan in the first reading debated the draft law “On Amending the RA Law on the Structure of the Republic of Armenia” by the RA Government. The RA Minister of Justice Hovhannes Manukyan presented the goal of the draft law.

The draft law was endorsed to be included in the draft laws of the agendas of the NA autumn session and the upcoming four-day sittings.

The second item of the agenda was the legislative initiative “On Amending the RA Law on Legal Acts,” which submitted the author Edmon Marukyan, and it will be included in the draft laws of the agendas of the NA autumn session and the upcoming four-day sittings.

The necessity of the next draft law “On Amending the RA Criminal Procedure Code” and “On Amending the RA Administrative Procedure Code” submitted for the first reading was substantiated by Edmon Marukyan.

The next item of the agenda, the bill “On Amending the RA Electoral Code” was not endorsed.

The draft law “On Amending the RA Law ‘the Rules of Procedure of the National Assembly’” was also not endorsed.

The debate of the draft law “On Amending the RA Criminal Code,” as well as the package of the draft laws “On Amending the RA Law on Civil Service” and “On Amending the Special Investigation Service” was postponed by the authors’ proposal up to one year.

The Committee in the first reading also considered the package of bills “On Amending the RA Law on Administration Bases and Administrative Procedure” and envisaging amendments to a number of laws.

The RA Deputy Justice Minister Arsen Mkrtchyan made remarks on the package of bills.

The package of bills was endorsed to be included in the draft laws of the agendas of the NA autumn session and the upcoming four-day sittings.

On the same day at the sitting the NA Standing Committee on Territorial Management and Local Self-Government moderated by Stepan Margaryan debated and endorsed the draft law “On Amending the RA Law on Financial Equalization,” which submitted the RA Deputy Minister of Territorial Administration Artashes Bakhshyan.

The draft will be endorsed to be included in the draft laws of the agendas of the NA autumn session and the upcoming four-day sittings.

By the decision of the Committee parliamentary hearings on the theme “On the Use of the Public Services Code Number” is designed to hold on November 28. The NA Standing Committees on Territorial Management and Local Self-Government and on Protection of Human Rights and Public Affairs initiated the hearings.

By the authors’ proposal the legislative initiative with the relevant package “On Subsidization of the Farmer’s Credits Being Provided to the Rural Entities of the RA Border Zone Communities/Settlements” was postponed up to one year.

The NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan in the first reading debated the bill “On Amending the RA Law on Lotteries.”

The RA Deputy Minister of Finance Vakhtang Mirumyan in the first reading also presented the bill “On Amending the RA Law on Value Added Tax.”

The RA Minister of Diaspora Hranush Hakobyan submitted for debate the bill “On Amending the RA Customs Code.”

The RA Deputy Minister of Transport and Communication Gagik Tadevosyan in the first reading procedure submitted the legislative package “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty.”

The debated items received the endorsement of the Committee, being included in the draft laws of the agendas of the NA session and the upcoming four-day sittings.

As a result of voting, the NA draft decision “On Creating the RA National Assembly Ad-hoc Committee on the Privatization of ‘Nairit Plant’ CJSC and Studying the Reasons of Not Implementing Economic Activity” was postponed up to one year. A decision was made to create a Subcommittee functioning under the NA Standing Committee on Economic Affairs, which will be involved with the study of the problem under the proposal by the draft decision.

The package of bills “On Amending the RA Law on Turnover Tax” and “On Amending the RA Law on Organization and Holding of Check-ups in the RA” was considered in the first reading and was not endorsed by the Committee. The draft law “On Exemption from the Taxes the Activity Being Implemented in the Borderline Rural Communities” and the adjacent legislative package was debated in the second reading, and its elaborated version will be sent on Monday, the package divided into two parts.
