On October 9 in the RA National Assembly the visiting session of the Inter-Parliamentary Assembly (IPA) of CIS Budgetary Oversight Commission was held.

Maksat Sabirov, the Chairman of the Budgetary Oversight Commission, the member of the Committee on Foreign Affairs of the Kyrgyzstani Parliament, had a welcoming speech and presented the agenda items of the session.

The members of the Commission expressed their viewpoints on the elaboration of the law on the state budget in the CIS member-nations for 2015 on the procedures of their adoption, presenting the procedures of the budgetary debates in their countries.

The RA Deputy Minister of Economy Sergey Avetisyan has made a report and has presented the current situation of Armenia’s economic development and the upcoming steps being taken in the sphere. He has noted that the foreign policy of Armenia is directed at liberalization of the trade procedures and the involvement of the foreign investments. Mr Avetisyan has expressed hope that in future new prospects will open in the sphere of the development of Armenia’s economy, which is conditioned by the accession to the Eurasian Economic Union. In the Deputy Minister’s word, a number of reforms have been made in the country during the recent years for the investments and the improvement of the business environment and their results are visible. He has also touched upon the tendencies and perspectives of the development in the spheres of tourism, industry, energy, export and import, and steps being taken for creation of jobs.

Anna Rukhmakova, the Head of the Financial-Economic Department of the Secretariat of the IPA CIS Board delivered a speech on transfer of the budget entries, the procedure of the implementation of the financial obligations, the incomes of the provision of the Assembly activities and the issues of the regulation of the expenditures of the IPA CIS member nations for 2014. Viktor Mikhayluk, the Secretary of the Commission has presented the draft programme of the activity of the IPA CIS for 2015 and the preliminary programmes of the organization of works and financial provision for 2016-2017. The Chairman of the Maksat Sabirov in his report has touched upon the activity programme of the Budgetary Oversight Commission for 2015 and in this context has spoken about the works of the Commission in the organization and holding of the events dedicated to the 70^th anniversary of the victory in the Great Patriotic War in 1941-1945.

Vahram Avetisyan, the Director of the Yerevan branch of the International Institute of Monitoring the Development of Democracy, Parliamentarism and the Protection of the Citizens’ Electoral Rights of the IPA CIS participant states, in his speech has presented the structure led by him, noting that it has implemented analytical, methodological and advisory activities in the process of organization and holding of elections, has organized seminars on the theme of the electoral rights of the representatives of the RA citizen national minorities, made surveys concerning the RA electoral legislation and the perspectives of its development.

Lazzat Turlashov, the member of the Financial and Budgetary Committee of the Kazakh Parliament has proposed to extend the branches of the Institute. During the discussions the Commission has approved the reports. The preliminary agenda of the next session of the Commission and the term of its holding has been approved. The next session will be held in the first half of 2015. At the session issues relating to the upcoming works of the Commission have been discussed.
