At February 28 sitting, the RA NA Standing Committee on State and Legal Affairs, chaired by Vladimir Vardanyan, debated in the first reading the package of draft laws on Making Amendments and Addenda to the RA Civil Code and on Making Addenda and Amendment to the Law on State Registration of Rights to the Property authored by the NA deputies Babken Tunyan, Narek Zeynalyan and Lusine Badalyan.
The key rapporteur Babken Tunyan has noted that the adoption of the drafts is conditioned by the need to eliminate the existing uncertainties and contradictions in the legislative regulations and the obstacles created for construction companies.
The current legal regulations give an opportunity to our fellow citizens who buy real estate to sign a purchase right agreement before receiving the final act, still under construction, and to apply for income tax by receiving a mortgage loan.
In particular, under the Civil Code, persons who are not considered owners, among other rights, can have the right to purchase real estate from the building under construction.
The author stated that a group of developers have applied to them, who want to carry out residential construction in the regions, to build residential complexes, noting that this regulation creates unequal conditions between the developers of an apartment building and a residential house and hinders their plans.
The co-rapporteurs, the NA deputies Artur Davtyan and the RA Deputy Chairman of the Ministry of Urban Development Davit Grigoryan, highlighting the legislative package, urged the colleagues to vote in favor of it.
The legislative package was endorsed.
