On February 4, the regular sitting of the RA NA Standing Committee on State and Legal Affairs moderated by Vladimir Vardanyan was held.
The package of bills on Making Addendum and Amendments to the RA Law on Flag of the Republic of Armenia and on Making Addenda to the RA Code on Administrative Offences authored by the deputy of the Armenia Faction was debated in the first reading.
It is proposed to fix a demand for permanently hoisting the flag of the Republic of Armenia on the buildings of the pre-school, general education, higher educational institutions, scientific and cultural organizations, other legal persons founded by the state and community, and compose with new edition the provisions on hoisting and lowering the flag.
According to the co-rapporteur, another important issues is also resolved in connection with the formation of the legislative bases for providing the practically enforcing the law on the Flag of the Republic of Armenia. “The problem is that the it is set by Article 10 of the law on the Flag of the Republic of Armenia that the violation of the law requirements causes responsibility by the established order of the law, but the no responsibility by any law for the violation of the requirements established by law,” Aghvan Vardanyan has noted and has added that it is proposed to set administrative responsibility for certain violations of the law requirements.
Taking into consideration the necessity of obtaining the RA flags in case of passing the law, three-month term has been set for law the law entering into force.
The Committee members welcomed the initiative and submitted proposals. It has been noted that some formulations need specification.
The RA Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan presented the position of the Government on the package. Positively evaluating the initiative, the executive body presented a number of remarks and recommendations.
The package of bills was endorsed in the Committee in case of revising it from the first to the second reading.
The debate of the draft law on Making Amendments and Addenda to the constitutional law the Rules of Procedure of the National Assembly authored by the deputy Sergey Bagratyan was postponed until two months.
