On September 23, at the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport, the Ayb Educational Foundation presented the results of the researches carried out in the framework of the programme Modern Parliament for a Modern Armenia of the UN with its partner organizations.
As the Executive Director of the Ayb Educational Foundation Sona Koshetsyan presented, the works of the research were carried out in two months. Legal regulations and international experience were studied according to the spheres. Meeting-discussions were organized with the responsible state bodies, non-commercial state organizations and foundations participating in the implementation of the policy in the sphere of education. 4 comprehensive themes are at the core of the research.
The first theme relates to the improvement of procedures of giving the right to work as a teacher and filling a vacancy. According to the study, in many cases, the functioning procedures restrict the opportunity of involving qualified staff, problems occur especially when filling vacancies of science and foreign language teachers.
The second theme relates to distance education. As the experts have observed, the experience of distance education mainly is due to the pandemic, when the educational institutions hurriedly, without proper preparation, have passed to distance education. A number of problems of technical nature, and which relate to the Information and Communication Technology (ICT) literacy and methodology have been recorded by the questionnaire.
Non-formal education, the main problems of extracurricular education and the priorities of legislative regulation were also at the core of the experts’ research. According to the existing by-laws, a number of legal problems were found, on which the experts presented their observations and proposals.
The fourth theme of the research relates to the law on Bases of the Cultural Legislation and the legal relations stemmed from it. During the study, the legal regulations of forming policy in the sphere of culture, the legal status of cultural figures and unions, continuous professional development were touched upon.
