Work of the NA Extraordinary Session Ends

On June 21 the National Assembly continued the work of the extraordinary session passing by voting the legislative initiatives debated on the previous day, including the package of bills “On Accumulative Pensions" and proposed amendments to a number of other laws.

The parliament made a decision by voting to continue the works of the NA extraordinary session convened on June 18 until exhausting the agenda items, in accordance with Article 49, paragraph 1 (b) of the RA Law ‘Rules of Procedure of the National Assembly’.

Then the deputies continued debating the interim conclusion of the NA Ad-hoc Committee on Investigation on the RA Gas Supply System Operation. The Chairman of the Ad-Hoc Committee Vardan Ayvazyan proposed the extension of the NA Ad-hoc Committee works until the end of the sixth session of the fifth convocation.

The NA Deputy Speaker Hermine Naghdalyan informed that the adoption of legislative initiative “On Transfer Price Formation” in the second reading had been removed from the RA NA extraordinary session agenda convened at the initiative of the RA Government.

The bills “On Amending the RA Law on Approving the Annual and Complex Programmes of Events for the Restoration of Eco System, Maintenance, Reproduction and Use of Lake Sevan ,”“On Amending the RA Law on Energy,” “On Amending the RA Law on Conscription,” “On Amending the RA Law on Taxes,” “On Amending the RA Law on Alienation of Property for Public and State Needs,” “On Amending the RA Law on the RA Administrative Procedure Code,” “On Amending the RA Law on Civil Service,” “On Amending the RA Law on Commerce and Services,” “On Amending the RA Law on the Public Sector Accounting,” “On Amending the RA Customs Code,” the package of bills “On Amending the RA Law on Higher and Post-graduate Professional Education” and “On Amending the RA Law on Education,” the package of bills “On Amending the RA Law on Combating Money Laundering and Terrorism Financing” and proposing amendments to a number of other laws, the package of bills “On Amending the RA Law on the RA Judicial Code” and the related bills, the package of bills “On Food Safety” and the submitted related bills, the legislative package “On Amending the RA Law on Turnover Tax” and proposed amendments to a number of other laws were debated in the second reading.

The deputies debated in the first reading the draft law “On Amending the RA Law on Civil Status Acts.”

The RA Deputy Minister of Finance Vakhtang Mirumyan submitted to the deputies’ debate the agreement “On Financial Cooperation between the Government of the Republic of Armenia and the Government of the German Federal Republic” signed in Yerevan on April 11, 2014.

Then, under Article 4 of the RA Law “On Constitutional Court,” Araik Tunyan was sworn in as the new member of the Constitutional Court at the NA sitting.

The deputies also debated in the second reading the legislative package “On Amending the RA Criminal Code” and “On Amending the RA Criminal Procedure Code.”

At the sitting the RA NA Deputy Speaker Eduard Sharmazanov informed that by the RA NA Speaker Galust Sahakyan’s decision, under Article 70 of the RA Constitution, at the RA NA deputies’ initiative, after the end of the extraordinary session convened on June 18, 2014 the RA NA extraordinary session would be convened by the initiator’s established agenda.

The legislative package “On Environment Impact Expert Assessment” and “On Amending the RA Law on State Duty” also was debated in the second reading. The RA Deputy Minister of Nature Protection Simon Papyan has informed that based on the proposals the bill “On Amending the RA Code on Subsoil” was included in the package.

The RA Minister of Labor and Social Affairs Artem Asatryan in the second reading introduced the draft law “On Amending the RA Law on Accumulative Pensions” and the legislative package envisaging amendments to 8 laws related to it.

Then the parliament by voting passed all the items debated during the day.

Covering the agenda, the National Assembly ended the work of the extraordinary session.
