On December 11 the National Assembly continued the work of the extraordinary session convened on the initiative of the government. The parliament passed by voting the draft laws debated on the previous day.

The deputies continued the exchange of thoughts on the draft law submitted for debate in the first reading “On Amending the RA Law  Environmental Protection and Nature Utilization Payments.”

The NA Vice President Hermine Naghdalyan, deputies Artashes Geghamyan, Edmon Marukyan and Arpine Hovhannisyan presented their views on the bill under debate.

The NA President Hovik Abrahamyan delivered a speech related to the issue. To his assessment, such debates will have their positive impact. To Mr Abrahamyan’s conviction, the issue should be solved, as it is also a strategic and national security problem. The NA President urged the Minister of Nature Protection to submit a complex programme to be clear about the solution of this problem. “I urge to vote for the draft law, but we’ll propose the Government to submit a complex programme to the National Assembly in the first quarter of 2014,” he said.

In his final speech the Minister touched upon the deputies’ speeches, presented the bills under preparation on the sphere. He deemed admissible the NA President Hovik Abrahamyan’s recommendation.

The deputies in the second reading debated the draft law “On Amending the RA Code on Administrative Infringements.”

The member of the NA Standing Committee on Agriculture and Environment Lyova Khachatryan presented the Committee endorsement.

The Minister of Labor and Social Affairs Artem Asatryan in the first reading submitted for debate the draft law “On Amending the RA Law on Temporary Disability Benefits.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan submitted the Committee endorsement.

The package of the draft laws “On Amending the RA Law on State Allowances,” “On Amending the RA Law on Social Security of Servicemen and Their Family Members” and “On Amending the RA Law on State Pensions” was also debated in the second reading. The Head Committee presented the endorsement.

The parliament in the second reading debated the draft law “On Social Guarantees of the Persons Occupying State Posts” with the attached package. The package was also debated in the third reading.

According to the RA Deputy Minister of Finance Liana Hunanyan, the deputies debated the agreement “On Financial Cooperation between the RA Government and the Federal Republic of Germany” signed in Yerevan on 5 November 2013.

The deputies debated in the second reading the package of draft laws “On Amending the RA Law on RA Budgetary System,” “On Amending the RA State Budget for 2013,” as well as “On Amending RA Customs Code,” “On Amending the RA Land Code,” “On Amending the RA Law on Accumulative Pensions.”

The Secretary of the Prosperous Armenia faction Naira Zohrabyan said that their faction would vote against the draft law.

As a result of voting the abovementioned draft laws and agreements were passed.

The parliament touched upon the RA draft law “On RA State Budget for 2014,” its debate had been interrupted according to the RA legislation.

The RA Minister of Finance Davit Sargsyan submitted the edited version of the main financial document.

The NA factions presented their positions on the draft law of the state budget for 2014.

The Heritage faction represented by Zaruhi Postanjyan, the ARF faction represented by Artsvik Minasyan, the ANC faction represented by Levon Zurabyan and the Prosperous Armenia represented by Naira Zohrabyan will vote against the draft law.

The NA Vice President Hermine Naghdalyan submitted the endorsement of the RPA faction on the draft law and informed the deputies that they would vote for it.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan introduced the numerical data of the draft law and informed them that the Committee endorsed the edited bill.

The debate of the item will continue on December 12.
