The Extraordinary Sitting Ended

On June 2 the NA extraordinary sitting was begun by the change of the members of the Ad-hoc accounting commission. The ARF faction proposed Manukyan Gegham’s candidacy instead of Vostanik Maroukhyan, member of the commission, and the ULP faction proposed Hripsimeh Avetisyan’s candidacy instead of Petrosyan Mnacakan. Aramayis Grigoryan, an independent deputy, having refused from membership to accounting commission proposed the candidacy of Samvel Sahakyan, independent deputy who the parliament voted for. Then the parliament turned to the election of the Chairman of the NA Standing Committee on Defence, National Security and Internal Affairs. Hrayr Karapetyan, Head of the faction ARF, proposed the candidacy of Aramayis Grigoryan, independent deputy and the MP Hmayak Hovhannisyan proposed ex-chairman of the committee Mher Shahgeldyan’s candidacy. The NA Speaker Tigran Torosyan informed that M. Shahgeldyan has given rejection.

Aramayis Grigoryan, nominee for the chairman of the NA Standing Committee on Defence, National Security and Internal Affairs, highlighted the role of the committee in legislative regulation of the problems of these field also the strengthening of the cooperation with CIS states and NATO member counties within the framework of individual partnership program. Mr. Grigoryan assures that it is necessary to continue the tradition of cooperation with parliamentary groups and factions. The nominee highlighted the national security concept, in the development of which the committee is of great importance. At the end he assured that he should continue Mher Shahgeldyan’s started productive work. The MP Hrant Khachatryan noted that by the coalition memorandum the activity of power structures is regulated by the RA President and hardly the parliamentary commission is able to supervise the work of the executive body, nevertheless he hopes, that this choice will amend the life of the country, and in H. Hovhannisyan’s opinion the parliament is the appendage of the executive body. Shavarsh Kocharyan considers that Armenia is at reforms’ door and the parliamentary elections of 2007 will enable to move the center of authority to parliament. According to the MP’s observation the imperious system should be changed. Once again noting that the coalition has no qualitative majority, Viktor Dallakyan was against for not having alternative candidates. Having noted, that alienation of 95 % of power resources is a serious threat to national safety he emphasized the provision of power safety in the country in committee’s work.

Hrayr Krapetyan presented the viewpoint of ARF faction concerning the nominee Aramayis Grigoryan, noting that it is also necessary the new politicians to be given an opportunity of work. He highlighted the role of the committee in the development of national security concept.

Grigor Margaryan, head of the faction “Gortsarar”(entrepreneur) noted that the faction is for the nominee A. Grigoryan.

The following agenda issue was the election of the chairman of the NA Standing Committee on Social Affairs, Health Care and Environment. G. Ghonjeyan, member of the faction ULP, proposed the candidacy of Mnacakan Petrosyan, deputy head of the committee to be the chairman of the committee.

Mnacakan Petrosyan, taking floor as a nominee for the post of the chairman of the NA Standing Committee on Social Affairs, Health Care and Environment, informed that the committee cooperated both and with the government and with the MPs during those three years. Highlighting the politics directed to the improvement of the population’s social condition the nominee touched upon the key problems of the sphere of social affairs, health care and environment. According to him it is necessary to comply the RA legislation with the EU rules and principles. Mnacakan Petrosyan assures that in case he is elected, people can rely on him.

The MP Grigor Ghonjeyan put forward the candidacy of M. Petrosyan, commented on the viewpointof the ULP faction and the MP M. Petrosyan’s consistence, ability to work and diligence. H. Hovhannisyan considers that there’s a trampled democracy and retreat in the country. Presenting his viewpoints in the sphere of social affairs, health care and environment V. Dallakyan sees health availability and social polarization problems in the country. According to him the law rate of birth and high rate of death, unemployment and emigration will create a heavy demographic situation in the republic. The faction “Gortsarar,” according to Mekhak Mkhitaryan, secretary of the faction is for M. Petrosyan’s candidacy.

The results of the closed ballot after an hour’s break presented Gagik Melikyan, head of the Ad-hoc accounting commission. Mnacakan Petrosyan was elected as a chairman of the NA Standing Committee on Social Affairs, Health Care and Environment by the votes of 71 pro and 1 conand Aramayis Grigoryan was elected as achairman of the NA Standing Committee on Defence, National Security and Internal Affairs by the votes of 70 pro and 1 con.

Then the parliament debated for the first reading the RA draft law on Making Amendments and Addenda to the RA Law on Criminal Executive Service, which presented Davit Harutyunyan, the RA Justice Minister.

Davit Harutyunyan also presented the bills to be adopted for the first reading on Making Amendments and Addenda to the RA Criminal Procedure Code, on Making Amendments and Addenda to the RA Civil Procedure Code, on Making Amendments and Addenda to the RA Law on Status of Judges, on Making Amendments and Addenda to the RA Law on Justice Council, on Making Amendments and Addenda to the RA Law on Court Formation, on Making Amendments to the RA Law on State Management Official Bodies and on Judicial Service.

He also presented by the concept of the first reading the draft laws on Making Amendments and Addenda to the RA Law on Making Addendum and Amendments to the law on Compulsory Execution of Judicial Acts, on Making Amendments and Addenda to the RA Law on Services, Providing Compulsory Execution of Judicial Acts, on Making Amendment to the RA Law on Making Amendments and Addenda to the RA Law on Public Bargain and on Making Amendments to the RA Law on Public Bargains.

The Parliament debated for the second reading the bills on Making Addendum to the RA Law on Licensing, on Making Addendum to the RA Law on State Duty, on Making Amendmentsto the RA Law on Education, on RA State Flag, on RA State Coat of Arms, on Making Amendments and Addendum to the RA Law on RA Administrative Regional Division, on Making Amendment and Addendum to the RA Land Code, on Making Amendments to the RA Law on Approving the list of Goods Imported by Organizations and Solitary Entrepreneurs under a 0 Customs Rate and not Subject to Excise Taxation, for which Customs Authorities shall not Accrue and Collect VAT, on Making Addendum to the RA Criminal Executive Code, on Making Amendments and Addenda to the RA Code on Administrative Offences, on Making Addendum to the RA Law on RA Budget System, on Making Amendment to the RA Law on Privatization of State Property and on Making Addendum to the RA Law on Local Self Government Bodies.

Exhausting the agenda the National Assembly finished the extraordinary sitting.
