A new certification system will be set instead of the certification procedure being in force for the contractual servicemen, conditioned by its results they will receive surcharge, the RA Minister of Defense Suren Papikyan noted at November 3 sitting of the NA Standing Committee on Defense and Security debating the draft on Making Addenda on Remuneration of the Persons Holding State Position and State Service Positions.
It was also noted that the social motivation is the rise of the decent organization of the contractual military service and its attractiveness, which has a direct influence on the effective implementation of the military service and involving the citizens on the military service process.
As the Defense Minister assured, the certification being voluntary was designed by a logic that the given serviceman should personally be interested in the rise of money in the shape of surcharge and apply for certification and apply for turning to certification.
The Government will set the certification order with the amendments to the law on Military Service and Serviceman’s Status, and the list of the names of the military positions will be set by the order of the Defense Minister.
The Defense Minister also noted that the contractual servicemen will be certified once in three years. The servicemen will take part in certification voluntarily. The servicemen holding first time a position designed in each group of the military positions and having relevant functions or entering again into contractual military service from the reserve force will be certified holding the position not earlier than after three months and not later than the day turning the fourth month.
The additional salary fund of the voluntary certification system will be 66 billion AMD.
“We have set 3-year term for the improvement, which will cost 66 billion AMD additional salary fund to the Government. Naturally, We’ll expect average annually 20 billion AMD from the Government, but if our servicemen can be certified earlier, we’ll complete the process earlier. We’ll find those means, if there are such people, who took the exams requiring for certification. The process will be rather flexible,” Suren Papikyan said.
The Committee members highlighted the adoption of the package of drafts, underlining the need of creating professional army.
According to the RA Minister of Defense Suren Papikyan, everything must be done in order to have the package of drafts to serve the designed goal.
The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan noted that the Government presented a legislative initiative for learning lessons.
As a result of debate, the legislative package was endorsed.
