From November 2020 until 2021, the Government of Armenia implemented more than two dozen measures with more than 136bln total budget to support the Government of Artsakh and the citizens and to ensure regular the activities of Artsakh: the RA Deputy Prime Minister Mher Grigoryan said, making a co-report on the implementation of the Government programme for 2021.
He touched upon the measures directed to the social-economic restoration of Artsakh after 44-day war, which the Government of Armenia and the Government of Artsakh carried out at the expense of the means of the RA state budget.
The rapporteur has informed that by the decision of the Government, the state guaranteed free medical aid and service to the persons who suffered in the emergency situations in Artsakh and because of military or terrorist actions. From 2021 up to now free passenger transportation was provided by Yerevan-Stepanakert route, for which about 175mln AMD was allocated only during 2021. During the reporting period 590 routes were organized, and more than 25.000 persons made use of it.
According to Mher Grigoryan, in November 2020, the Government of Armenia provided 68.000 AMD lump sum support for the persons registered or factually resided in Artsakh, also additional 15.000 AMD in case of not having a real estate in Armenia. About 100.000 persons made use of that measure. Support was provided the residents of the communities left behind the control of Artsakh: 300.000 AMD lump sum was allocated to every member of the family. The budget of the programme was about 10.6bln AMD, 35.000 persons were beneficiaries.
Every member of a family, 5388 persons, who had destructed or lost apartment, house in Artsakh, received 250.00 AMD lump sum: the budget programme was about 1.3bln AMD.
The Government compensated the tuition fee of the students, who took part in military actions or their parents and husbands took part in those actions, for the first semester of the educational year 2020-2021. 4210 students made use of the programme. Other programmes were also implemented.
According to the Deputy Prime Minister, the Government of Armenia also carried out a number of measures for assisting the families that hosted the residents of the communities left behind the control of Artsakh and hosted the persons, who lost their apartments or houses because of the shelling in Artsakh.
