National Assembly Begins the Work of the Four-day Sittings

On June 8 the parliament began the work of the next four-day sittings.

After approving the draft laws of the agenda of the session and the four-day sittings the deputies continued debating the report “On the Activities of the RA Prosecutor’s Office for 2014” submitted by the RA Prosecutor General Gevorg Kostanyan.

The NA deputies Nikol Pashinyan, Mikayel Melkumyan, Levon Zurabyan, Zaruhi Postanjyan, Artsvik Minasyan, Tevan Poghosyan, Margarit Yesayan, Koryun Nahapetyan, Levon Martirosyan, Samvel Farmanyan and Hovhannes Sahakyan delivered speeches on the report.

In their speeches the MPs highlighted the presentation of the report by the RA General Prosecutor’s Office in the National Assembly for the first time. They touched upon the problems of the judicial-legal sphere, considered necessary the implementation of the corresponding steps by the Prosecutor’s Office in their solution. The deputies opined on debating the report in the NA Standing Committee and submitting proposals by them. They referred to the corruption in the system, the strengthening of fight against it, and the presentation of the proposals by the Prosecutor’s Office on the legislative amendments.

The NA Speaker Galust Sahakyan delivered an extraordinary speech, noting that the goal of those taking the floor was to make reforms in the judicial-legal system. To his assessment, an unprecedented and comprehensive debate was held in the parliament: the Prosecutor General presented the report in detail, touching upon all the interpellations. According to Mr Sahakyan, we should distinguish the report from account: it becomes clear from the speeches that some deputies expected to hear an account instead of report from the RA Prosecutor General. The NA Speaker agrees with the view that the system seriously needs reforms. He added that we should not only criticize, but also see the positive. The Head of the parliament highlighted the record of the visible results after the debate.

The Head of the Heritage Faction Rubik Hakobyan, the Head of the Rule of Law Faction Heghine Bisharyan, the deputy of the ANC Faction Gagik Jhangiryan, the Head of the PAP Faction Naira Zohrabyan, and the deputy of the RPA Faction Hovhannes Sahakyan expressed views on the problems and amendments in the judicial-legal system.

In his final speech the RA Prosecutor General Gevorg Kostanyan assessed effective the debate of the report of the Prosecutor’s Office in the parliament.

The RA NA Deputy Speaker Hermine Naghdalyan has informed that the parliament accepts the report “On the Activity of the RA Prosecutor’s Office for 2014” for information.

The MPs considered in the second reading the package of the draft laws “On Amending the RA Criminal Code” and “On Amending the RA Criminal Procedure Code,” and the draft law “On Amending the RA Law on Referendum.”

The National Assembly will continue the work of the four-day sittings on June 9.
