On October 6 a professional discussion on programme budgeting was held moderated by the Chairman of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan and the Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan, where the NA deputies, experts of the NA Standing Committee on Economic Affairs and employees of the RA Ministries of Economy and Finances took part.

As a result of cooperation of the NA Standing Committee on Financial-Credit and Budgetary Affairs and the programme Public Financial Management in the South Caucasus of the Deustche Geselschaft für Internationale Zusammenarbeit/ German International Cooperation Company (GIZ) for the improvement of the RA NA professional capabilities in the sphere of programme budgeting, a concept has been worked out, by which twice a year discussions of the state budget draft and execution paper reports will be organized for the NA deputies, experts of the staff and the deputies’ assistants. The GIZ expert Suren Poghosyan presented the programmes and the structure of the economic sphere, as well as the spheres of the study of the programme budgeting use of the RA Ministries of Economy, Energy and Natural Resources, Transport and Communication, Urban Development and Finance. During the seminar the participants also touched upon issues regarding the sequence of discussions and the further steps.

A professional discussion of the sphere on programme budgeting was jointly held with the RA NA Standing Committees on Health Care, Maternity and Childhood and Financial-Credit and Budgetary Affairs and the GIZ and the USAID SANAP, which moderated the Chairman of the NA Standing Committees on Health Care, Maternity and Childhood Ara Babloyan and the Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan.

The NA deputies, the employees of the NA Standing Committees on Health Care, Maternity and Childhood and the employees of the RA Ministries of Healthcare and Finance took part in the discussion. The GIZ expert Edward Safaryan presented the programmes and the structure of the healthcare, maternity and childhood spheres. Edward Safaryan noted that the analysis had been done only from the viewpoint of the programme budgeting. The main goal was to disclose the strategy of the programmes and its reflection in the state budget. According to him, the theme of the main studies and analyses was the policy of the health care, the study of the programme indices and the analyses of the profits and expenditure delivery. The participants jointly discussed also the opportunities of the improvement of the registered shortcomings.
