The Inter-parliamentary Committee of the National Assembly of the Republic of Armenia and the National Assembly of the Nagorno Karabakh Republic,

Underscoring the full and perfect compliance of declaration and formation process of the Nagorno Karabakh Republic with the fundamental principles and norms of international law and the USSR legislation of the time, as well as the fact that the Republic of Armenia is the guarantor of the Artsakh people’s right to self-determination,

Recording that in response to the Artsakh people’s free will, Azerbaijan adopted a policy of ethnic cleansing and solution by force methods going on by now,

Convinced that the international recognition of the Nagorno Karabakh Republic will ensure the irreversibility of the negotiation process of the Azerbaijani-Karabakh conflict settlement and will become a signal for inadmissibility of use of force and threat for Azerbaijan,

Taking into consideration that the agreement on ceasefire signed by Nagorno Karabakh, Azerbaijan and Armenia and entered into force on May 12, 1994 is a very important achievement in the process of the Azerbaijani-Karabakh conflict settlement, which was acquired due to direct negotiations between Azerbaijan and Nagorno Karabakh authorities,

Reaffirming the adherence to the exclusively peaceful settlement of the Azerbaijani-Karabakh conflict,

ANNOUNCES about the importance of necessity of strengthening the ceasefire regime as a pledge of the final conflict settlement between the Nagorno Karabakh Republic and Azerbaijan and the importance of ensuring the irreversibility of peaceful process,

CALLS ON the OSCE Minsk Group Co-chair countries to take practical steps aimed at withdrawal of snipers from the Nagorno Karabakh Republic, the Republic of Armenia and the Republic of Azerbaijan borderline, investigation of incidents and excluding announcements and actions stirring up enmity between the peoples,

EXPRESSES CONVICTION that the Armenian people in Armenia, Artsakh and throughout the world, as before, will use its entire potential for providing the Nagorno-Karabakh people’s right to self-determination and security guaranteed by the UN Charter and Basic documents in international law,

APPLIES to the Minsk Group Co-chairs to take necessary steps to ensure full participation of the Nagorno Karabakh Republic in all the stages of the negotiation process.
