On June 20 after passing the bills debated at the previous day sitting the NA deputies continued the debate of the package of bills proposing amendments to the draft law “On Accumulative Pensions” and to a number of other laws.

Exchange of thoughts was held on the item under debate, and then the NA factions presented their positions.

The Head of the Heritage Faction Rubik Hakobyan expressed his view against the package of bills and noted that there had not been a public united debate on the item.

In the extraordinary speech the NA Deputy Speaker Eduard Sharmazanov has announced that the package of bills under debate is a revised legislative initiative.

Artsvik Minasyan deemed inadmissible for the ARF Faction the package of bills under debate, on which there had not been public debates.

By Mher Shahgeldyan’s assessment, the package of bills under debate is also inadmissible for the Rule of Law Party Faction, as the compulsory accumulative component has not been removed.

The Head of the Armenian National Congress (ANC) Faction Levon Zurabyan has noticed that the compulsory accumulative component has simply become an expedient social payment, which, in essence, does not change anything.

The member of the Prosperous Armenia Party (PAP) Mikayel Melkumyan has informed that the PAP is against the implementation of reform of this kind.

In his final speech the RA Minister of Labor and Social Affairs Artem Asatryan has noted that the package of bills creates good premises for continuing the joint works, ascertaining the advantages of the proposed system and taking part in its sustaining.

The National Assembly debated the RA draft law “On Amending the RA Law on Commerce and Services,” which presented the RA Deputy Minister of Finance Vakhtang Mirumyan.

The bill “On Amending the RA Administrative Procedure Code” was also debated.

The RA Deputy Minister of Justice Arman Tatoyan introduced the package of bills “On Amending the RA Criminal Code” and “On Amending the RA Criminal Procedure Code.”

The RA Deputy Minister on Nature Protection Simon Papyan presented the package of bills “On Environmental Impact Expert Assessment” and “On Amending the RA Law on State Duty.”

The National Assembly also debated the bill “On Amending the RA Code on Administrative Infringements” presented in the second reading.

The RA Deputy Minister of Justice Grigor Muradyan introduced the bill “On Amending the RA Law “On Alienation of Property for Public and State Needs.”

The National Assembly began debating the interim conclusion of the NA Ad-hoc Committee on Investigation on the RA Gas Supply System Operation, which presented the Chairman of the Ad-hoc Committee Vardan Ayvazyan. He informed that four working sub-committees had been created and three experts had been involved in the Ad-hoc Committee. Vardan Ayvazyan introduced the directions of the works, investigations and analyses done by the Committee.

The debate of the item was interrupted: it will continue at June 21 National Assembly sitting.
