Parliament Continues the Work of the Extraordinary Session

On June 18 the RA National Assembly recommenced the work of the extraordinary session. The deputies continued to present their viewpoints on the annual report of the RA Control Chamber (CC) for 2012.

Nikol Pashinyan deemed non-understandable the behavior of the power accusing it in speculations. Artsvik Minasyan proposed to give levers to the opposition for participating in the state building.

The RA Justice Minister Hrayr Tovmasyan referred to the speculations on the implementation of the judicial-legal reform programme and expressed readiness for open debate.

The NA factions introduced their positions on the annual report of the Control Chamber for 2012.

The Head of the Heritage faction Rubik Hakobyan has noticed that if the facts recorded by the RA Control Chamber correspond with the reality, then the cases should be sent to the Prosecutor’s Office, and if not, then the RA CC should be charged for slander.

The Head of the ARF faction Armen Rustamyan has deemed important the need of making a conclusion by the NA and has noted that the ARF faction has recommendations, which will help the CC to disclose all the shortcomings.

The Head of the Rule of Party faction Heghine Bisharyan emphasized the charging of those violating the law, which will restore the lost faith and trust towards justice.

The Secretary of the ANC faction Aram Manukyan proposed to create Parliamentary Ad-hoc Multi-party Committee and study in detail all the facts submitted by the CC nd if necessary, send them to the Prosecutor’s Office.

The NA Speaker Hovik Abrahamyan presented the view of the RPA faction. Deeming positive the hot debates, the NA Speaker has noticed that they are natural and they go on in the frames of democracy, and the only strong power can speak about its mistakes and shortcomings. “Our goal is not to groundlessly throw mud, but the exclusion of other speculations, which some political forces, deputies, mass media take very badly and get offended, when we speak about our shortcomings,” the NA Speaker said.

The NA Speaker Hovik Abrahamyan has assured that proposing a post the Head of the RPA does not put any condition that they should be involved in speculations and robbery, and the power expects that the relevant bodies should charge those guilty.

The NA Speaker has noted by following the debates that there are discrepancies in the CC report, the officials substantiate that there are no such speculations and violations. In his word, only substantiated accusations should sound from the NA tribune. According to the NA Speaker, the debates of the CC report will be more effective, if the reports are debated in the NA relevant committees with the participation of the relevant structures of the executive power in the NA relevant committees. The Head of the legislative body proposed the attendees to amend the NA Rules of Procedure in order the RA CC, the RA government and and RA General Prosecutor’s Office would take part in the debate of the CC report. He proposed the CC Chairman, the Government and NA relevant committees to jointly elaborate a package of draft laws, which would promote the exclusion of the speculations. “The National Assembly of the Republic of Armenia shall assume an arbiter’s role between the RA CC and the Government,” the NA Speaker said.

The NA Speaker deemed right the CC report stipulated by the RA Constitution the requirement of accepting by the NA as granted, noting that otherwise would be damaged the independence of the CC and it would be turned to the appendage of the National Assembly.

“It’s inadmissible that the RA CC presents facts and substantiations about speculations, and the National Assembly keeps silence,” the NA Speaker said and proposed to send the CC report to the RA General Prosecutor’s Office, which will regularly inform the National Assembly, the Government and the CC.

In his final speech Armen Gevorgyan, the RA Deputy Prime Minister, Minister of Territorial Administration responded the deputies’ interpellations.

In his final speech the member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Sukias Avetisyan said that as a result of the amendment of the law it would be possible to debate the current reports being submitted by the CC in the NA relevant standing committees.

In his final speech the CC Chairman Ishkhan Zakaryan gave clarifications on the sounded viewpoints.

After ending the debates the National Assembly took as granted the annual report of the RA CC for 2012.

Then the parliament debated the package of bills “On the Status of Yerkrapah Volunteer Group” and on Amending the RA Law “On Social Security of the Military Servicemen and Their Famliy Members,” authored by the NA deputies Manvel Grigoryan, Sedrak Saroyan and Samvel Farmanyan.

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan endorsed the package of bills.

The NA Heritage, the Rule of Law and the Prosperous Armenia factions expressed their opinions on the bill and said that they would for it.

As a result of organized voting the bill was passed in the first reading.

The parliament also debated in the first reading the draft law “On Amending the RA Law on Television and Radio.”

In the second reading the parliament debated the draft law “On Providing Tax and Customs Privileges within the Framework Dilijan International School,” the RA Deputy Minister of Finance Suren Karayan said that numerous recommendations had been received, the part of it had been passed.

The debate of the draft law will continue at the NA June 19 sitting.
