At the Visiting Session of the Coordinating Conference of the Chairmen of the Standing Committees on Defense and Security of the CSTO Member States’ Parliaments

On September 18 in the RA National Assembly the visiting session of the Coordinating Conference of the Chairmen of the Standing Committees on Defense and Security of the Parliaments of the member states of the Collective Security Treaty Organization (CSTO) adjunct to the Parliamentary Assembly Council of the CSTO began its work.

The members of the Coordinating Conference, the CSTO General Secretary Nikolay Bordyuzha, responsible employees of the CSTO Secretariat, representatives of the RA National Assembly, RA Defense Ministry, the IPA CIS, and the CSTO PA were taking part in the session.

Koryun Nahapetyan, Member of the CSTO PA, Head of the Coordinating Conference of the Chairmen of the Standing Committees on Defense and Security of the Parliaments of the member states of the Collective Security Treaty Organization (CSTO) adjunct to the Parliamentary Assembly Council of the CSTO, the Chairman of the NA Standing Committee on National Security and Internal Affairs was presiding over the session.

Hermine Naghdalyan, Vice President of the National Assembly, welcomed the participants of the session and wished them effective work, after that she read the welcoming word by the RA NA president Hovik Abrahamyan directed to the participants of the session of the Coordinating Conference.

“Dear participants of the Coordinating Conference,

I welcome you in the National Assembly of the Republic of Armenia . We are glad that the visiting session of the Coordinating Conference of the Chairmen of the Standing Committees on Defense and Security of the Parliaments of the member states of the Collective Security Treaty Organization (CSTO) adjunct to the Parliamentary Assembly Council of the CSTO is being held in Yerevan.

In the world architecture of security the CSTO is an important factor in maintaining peace and stability at regional and international level. Armenia as one of the reliable partners and allies in the CSTO, displays the most active participation in its activity.


Now, when a very hard situation has been created in the region, which is fraught with military conflict, the role of the CSTO is more increasing. It is understandable that in the
created conditions the improvement of the system of the collective forces is a prior problem for the defense of the national interests of the CSTO member states, which will be now experienced during the “Cooperation - 2012” joint military exercises of the CSTO Rapid Reaction Forces.


In case of abrupt growth of the CSTO the importance of the parliamentary component especially grows, due to which the legal-normative provision of all directions of the activity of the organization. The creation of the Coordinating Conference is the vivid evidence of importance and effectiveness of Inter-Parliamentary Cooperation of the CSTO member states. I am convinced that the establishment of the Coordinating Conference, as additional parliamentary mechanism, will have a positive impact on the activity of the
Collective Security Treaty Organization.

Dear colleagues,

I would like to once again welcome you in Yerevan and express conviction that as the military exercises of the CSTO Rapid Reaction Forces, so today’s session of the Coordinating Conference will serve for the reinforcement of security and stability in the region.”

By the proposal of the Chairman of the session of the Coordinating Conference Koryun Karapetyan the agenda of the session was debated and approved.

The CSTO General Secretary Nikolay Bordyuzha delivered a speech on the item "The Current Situation and Perspectives of Provision of Universal and Regional Security of Military Cooperation of the CSTO Member States."

After his speech the participants were having active discussions. The moderator Koryun Nahapetyan thanked Nikolay Bordyuzha for the evaluations connected with the fact of granting pardon by the Azerbaijani authorities the Azeri murderer, who axed the Armenian officer during the NATO courses and drew the participants’ attention to the bellicose announcements, which pursues a goal of destabilization of the region. He called on the members of the Coordinating Conference to undertake concrete measures for preventing the threat of the war.

Alexander Vinidiktov, Deputy Head of the Information Programme of the CSTO Secretariat, has presented the ratification process of the international treaties within the framework of the Organization, noting that Armenia is active in this sphere.

Anatoly Yakovlev, Head of the Coordinating, Planning, Use and Training Structure of the Armed Forces of the CSTO United Headquarters, touched upon the features, goals and problems of the "Cooperation - 2012" joint military exercises of the CSTO Rapid Reaction Forces in the territory of Armenia.

Koryun Nahapetyan’s speech related to the legislation work of the Committee and harmonization of the national legislation of defense and security, oversight functions and cooperation with the NGOs. He highlighted the cooperation with the IPA CIS and CSTO PA in elaboration with model laws, harmonization of legislation and ratification of the CSTO documents. He noted that Armenia had ratified 42 international treaties from 43, which were signed within the CSTO framework.

At the end of the session the Head of the Coordinating Conference Koryun Nahapetyan asked the participants to make their proposals relating to the venue and time of the next session and submit to the CSTO Secretariat.

The first visiting session of the Coordinating Conference of the Chairmen of the Standing Committees on Defense and Security of the Parliaments of the member states of the Collective Security Treaty Organization (CSTO) adjunct to the Parliamentary Assembly Council of the CSTO ended its work.
