National Assembly Ends the Work of the Four-Day Sittings

On November 17 the parliament continued the work of the four-day sittings.

Before turning to the agenda items the NA Vice Speaker Samvel Balasanyan has noted that the students of the Political and Social Journalism of the Caucasus Institute are taking part in the sitting. Taking the advantage, the deputies congratulated all the youngsters on International Students Day by the proposal of the Vice Speaker of the Parliament.

Then the parliamentary factions presented their views on 2012 state draft budget.

Presenting the view of the Heritage faction, Armen Martirosyan has mentioned that their view on 2012 state budget is not positive.

Heghine Bisharyan presented the view of the Country of Law faction, noting that the faction evaluates positively the indices of 2012 state budget.

Artyush Shahvbazyan, Secretary of the ARF faction has noted that they won’t give endorsement to the draft budget.

The Prosperous Armenia Party (PAP) will be for the adoption of the draft budget, the member of the faction Vardan Bostanjyan voiced about this.

Presenting the position of the RPA faction, Hermine Naghdalyan has noted that the draft budget defines their vision in the upcoming parliamentary elections.

In his final speech the RA Finance Minister Vache Gabrielyan has thanked the deputies for concerned discussions, ensuring that the Government is willing to cooperate with the parliament and discuss the sounded proposals.

The NA Vice Speaker Samvel Balasanyan has announced the end of the debates of the RA draft law “On the RA 2012 State Budget,” reminding that in accordance with the law the RA NA Rules of Procedure, at least 4-day interval of budget debate is designed, and the deputies, the factions and the committees can submit their proposals after that within 24 hours to the NA Staff.

The RA Code on Earth interior, the draft law On Amending the RA Law “On Ecological and Nature Use Payments” and the legislative package envisaging amendments in a number of laws adjacent to them was debated.

The NA deputies debated the annual programme of the RA Control Chamber 2012 Activity.

The RA Deputy Finance Minister Suren Karayan submitted a number of bills regulating tax and economic sphere for debate in the first reading.

The draft law “On Amendments to the RA Law on Fixed Payments for Tobacco Product” was debated in the second reading.

The RA Minister of Economy submitted the legislative package “On Amending the RA Law on Protection of Internal Market,” “On Amending the RA Law On Licensing” and “On Amending the RA Law On State Duty” in the first reading.

The draft law “On Amending the RA Customs Code” was debated.

The NA deputies presented their opinions and proposals on the package concerning the tax legislation.

The RA Deputy Finance Minister Suren Karayan in his final speech called on the deputies to submit proposals and remarks as soon as possible during the period from the first to the second reading, as a result of which the Government would reform the bills concerning tax and economic sphere.

Artur Osikyan, Deputy Head of RA Police adjunct to the RA Government, presented for debate the legislative package envisaging amendments to the law “On Identification Cards,” “On Public Services Label” and in a number of laws in the second reading.

The legislative package “On Amending the Law on Private Guarding Activity,” “On Amending the RA Code on Administrative Infringements,” “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty” was debated in the first reading.

The National Assembly ended the work of the four-day sittings.
