On March 24 the parliament continued the work of the four-day sittings.
Before turning to the agenda issues NA Speaker Hovik Abrahamyan said that the Central Electoral Commission, having as a basis the protocol on considering suspended Artsruni Aghajanyan’s parliamentary authorities, made a decision to register Marzpetuni Manukyan RA NA deputy from the electoral list of the Country of Law through proportional electoral order.
NA Speaker Hovik Abrahamyan noted that within the framework of the Open Doors programme of the National Assembly the students of TV-Ideal specialized School-Studio of TV presenters and journalists were following the work of the parliament sitting this time.
The parliament passed with 10 for, 1 against and 1 abstained co-relation the legislative package envisaging amendments to RA Electoral Code and 6 co-laws, and with 16 for, 50 against and 3 abstained votes rejected the draft law on Making Amendments and Addenda to RA Electoral Code. The parliament also passed the issue on postponing the voting of the NA decision draft On Creating an Ad-hoc Inquiry Committee of the National Assembly of the Activity of RA Gas Supply System.
NA Speaker Hovik Abrahamyan said that by the authors’ proposal the voting of the draft law on Making amendments and Addenda to RA Law on Fixed Payments is postponed up to 15 days.
Then the parliament continued the debates of the legislative package envisaging amendments to the law on Freedom of Assemblies and 11 laws relating to it.
The NA Speaker touched upon the Article 7 of the draft law, which related to the organizer of the assembly. Mr Abrahamyan was concerned about the organizer of the assembly in case, when the person who invites as legal entity is not registered. According to the NA Speaker, the same situation can be created, for example, in case of the Armenian National Congress (ANC), where different associations involved there are legal entities, and he is not, however, the assembly is invited in the name of the Congress.
In the word of RA Justice Minister Hrayr Tovmasyan, the ANC does not have legal-organizational form, and in that case or in legislation we shall make relevant amendments and give legal-organizational name to the associations, or this is not the law that shall answer to that question. He noted that the idea was acceptable and would be debated.
Ara Simonyan voiced the endorsement of the NA Standing Committee on State and Legal Affairs and said that an agreement was reached to set up a working group.
The NA deputies also presented their views in relation to the issue and noted that they would make proposals from the first to the second reading.
In his concluding speech RA Justice Minister Hrayr Tovmasyan touched upon all the questions and gave exhaustive answers to them concerning the deputies.
The draft law On Amending the RA Criminal Code was also debated in the first reading.
Ara Simonyan greeted the amendment being proposed by legislative initiative and highlighted the inevitability of the punishment.
RA Justice Minister said that the Government was also for the adoption of the legislative initiative.
In his concluding speech the NA deputy Viktor Dallakyan thanked the NA Speaker Hovik Abrahamyan for highlighting the bill and for implementing the debate in NA four-day sittings. The author expressed willingness for accepting all recommendations and debating them.
During the sitting the NA Speaker Hovik Abrahamyan said that the members of Korea-Armenia Friendship Group were in the NA Session Hall, and the NA deputies greeted the guests.
The deputies passed the bill submitted by NA deputy Viktor Dallakyan on Amending the RA Criminal Code and the legislative package envisaging amendments to the law on Freedom of Assemblies and 11 laws related to it.
The draft law on Making Amendments and Addenda to RA Law On Compulsory Enforcement of Court Decrees was debated in the procedure of the second reading and passed by voting. The MP Hovhannes Sahakyan submitted the endorsement of the NA Standing Committee on State and Legal Affairs.
The Chairman of RA State Commission for the Protection of Economic Competition Artak Shaboyan submitted the draft law on Making Amendments and Addenda to RA Law on Protection of Economic Competition for completely passing in the second reading, and Vardan Ayvazyan submitted the endorsement of the committee.
The debate of the issue will continue at NA next sitting. The parliament ended the work of the four-day sittings.
