The addendum proposed by the Government to the Law on Police was debated at the sitting of the NA Standing Committee on Defense and Security held on September 5.
According to the draft, prophylactic (preventive) registration will be carried out in accordance with the procedure established by the Government for minors under the age of 16 who have committed an administrative offense two or more times within a year, who have not reached the age of criminal responsibility at the time of committing the crime, or who have voluntarily left their place of residence two or more times. This regulation will also apply to minors who, based on the relevant decision of the Pedagogical Council, are absent from compulsory education for 120 hours or more, engage in vagrancy, begging, gambling, use alcoholic beverages and drugs.
Preventive registration will also be carried out for a number of minors included in other groups, as well as for parents or other legal representatives who have a negative influence on them. The RA Deputy Head of Police Ara Fidanyan presented the main regulations.
In his co-report, the Deputy Chair of the Committee Armen Khachatryan, noted that the function of educating, registering and keeping minors under control is regulated by the order adopted in 1996, which is not a normative-legal act, and today it causes problems in terms of regulating the sphere. Mandatory rules of conduct of a normative nature will be set with this addendum.
The Committee endorsed the issue.
At the suggestion of the authors, the debate of the draft law on Private Search Activities was postponed up to two months.
