At June 1 extraordinary sitting of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment, moderated by Vahe Ghalumyan, the package of draft laws on Making Addenda and Amendments to the Law on Territorial Administration and the enclosed ones and the draft law on Making Amendments to the Law on Management of Blocks of Flats were debated in the second reading and endorsed.
The purpose of the proposed addenda and amendments to the Law on Territorial Administration is to improve the efficiency of the activities of marz governors and the staffs of marz governors, defining the accountability of the latter also to the Deputy Prime Minister coordinating the sphere by the Prime Minister’s assignment. The co-author Gevorg Papoyan informed that there were no proposals during the period from the first to the second reading.
Artak Manukyan, referring to the draft law on Making Amendments to the Law on Management of Blocks of Flats authored by the MPs Artak Manukyan and Nikolay Baghdasaryan, informed that also two deputies – Sisak Gabrielyan and Arusyak Julhakyan, expressed a wish to become a co-author of the bill. The proposed amendments are aimed at specification of exercising rights of block of flats. The legal regulation will also ensure the predictability in the implementation of investment programmes.
