At April 30 sitting of the RA NA Standing Committee on Health Care and Social Affairs, the RA Temporary Acting Minister of Health Care Anahit Avanesyan presented the envisaged amendments in the budget for 2022, implementing programmes and measures in the debate on the topic related to the health budget programmes included in the initial version of the draft law on the RA State Budget for 2022.
According to the rapporteur, budget allocations designed in a number of programmes were changed in the framework of the Public Health Maintenance programme.
In 2022, it is planned to allocate 400 mln AMD for blood collection services. After the war, blood services have been mapped throughout the area of the republic, and today the comprehensive description of the service is available. As Anahit Avanesyan informed, renovations, constructions and upgrades with equipment will be done. The donor representatives of the Diaspora wished to make investments too. In the near future, new blood collection services will be opened throughout the area of the republic. The central station will also be renovated and upgraded with equipment.
According to the addition made in the National Immunization programme, it is planned to get one more vaccine in the framework of the measures on preventing COVID 19.
28 mln AMD provided for outpatient polyclinic medical services will be directed to the modernization of primary care services and the expansion of the scope of the right to receive medicines for free or on preferential terms.
The ratio of providing financial resources for forensic medical examinations was changed. 550 mln AMD has been provided by the 2022 budget which is due to the upgrade with equipment and the increase of services of Scientific Practical Center of Forensic Medicine. In the last six months, according to the rapporteur, the work of the center was overloaded. At this moment, the works of renovation and upgrade with equipment are implemented in some regional centers of forensic medical examinations.
An increase of money has been envisaged for medicines received as humanitarian aid and the receipt of pharmaceutical products, in terms of their customs clearance and distribution services, which is due to the increase in both volume and certain costs related to customs clearance.
The provision of medical services to the RA regional health organizations through the temporary referral of specialist doctors has doubled. Underlying it as an important direction, Anahit Avanesyan stated that 100 mln AMD was provided for ensuring continuity of these services.
In 2022, about 5.5 bln AMD was provided for ambulance services in order to ensure more accessibility of services and faster organization of services in terms of time.
The budget also envisages increases in emergency medical services by about 3 bln 967 mln AMD. It is also planned to include aortic aneurysm surgery on the list of emergency medical services.
3 bln 400 mln AMD was provided for medical care services for patients with mental health and drug addiction problems. Renovation works of Avan Mental Health Center and National Centers for Mental Health are in the process. Anahit Avanesyan considered the fact of completely renovating, rebuilding and upgrading with equipment as an important acquirement.
4 bln 500.000 AMD is envisaged to provide for medical care services for servicemen, rescue workers and as well as the members of their family.
Referring to the programme amendments and results designed in the fight against infertility, Avanesyan noted that in 2020, for many years, we had 211 more births for the first time.
The RA Temporary Acting Minister of Health Care answered the deputies’ questions which mainly related to the change of the list of medicines in outpatient clinics and the shortage of medicines, having an electronic prescription system and the possibility for citizens to choose vaccines.
