At April 29 sitting, the RA NA Standing Committee on State and Legal Affairs debated in the second reading and endorsed a number of legislative initiatives.
The package of the draft laws on Making Amendments and Addenda to the RA Law on Refugees and Asylum and Making Addenda to the RA Code on Administrative Proceedings presented by the Head of the Migration Service of the RA Ministry of Territorial Administration and Infrastructure Armen Ghazaryan was debated in the second reading. It has been noted that it will never be possible to avoid responsibility in case of illegally crossing the border after adopting the initiative.
As the key rapporteur informed, work discussions were organized in the first to the second reading, as a result of which the initiative was revised.
The draft law on Amending the RA Criminal Code authored by the Government was debated in the second reading. According to the RA Deputy Minister of Justice Armen Hovhannisyan, criminal responsibility and the principle of inevitability of punishment will be properly ensured by the proposed regulations for the most dangerous types of impeding the legal professional activity of a journalist.
The draft law on Making Amendments and Addenda to the RA Code on Administrative Proceedings was debated in the second reading. The RA Deputy Minister of Justice Vahe Danielyan informed that the amendments of technical character were implemented until the second reading. The rapporteur reminded that the application of the written procedure is not envisaged in the Administrative Court and the Administrative Court of Appeal, as a result of which the courts are overloaded. Due to which, written procedures are invested in the First Instance Court and the Administrative Court.
