On December 7, the RA NA Bright Armenia Faction initiated parliamentary hearings to discuss the RA NA draft statement on Establishing a Programme of Actions for Getting out of Situation Created in the RA authored by them.

Before turning to the speeches the participants of the hearings honoured in one minute's silence the memory of the victims of Spitak disastrous earthquake happened on 7 December 1988 and the large-scale aggression unleashed by Azerbaijan with the support of Turkey on 27 September 2020.

Deputies from the RA NA Bright Armenia and Prosperous Armenia factions, representatives of extra-parliamentary political forces, former deputies, political figures, journalists and others took part in the hearings.

The Head of the Faction Edmon Marukyan has informed that the reason of convening hearings is the social-economic, political hard situation created after war and the search of finding the way out of it, and for that on November 14, the Faction presented the road map designed for six months.

According to Edmon Marukyan, the faction expects the RA Prime Minister's resignation by the draft statement, after which it is designed that the parliament shall choose a new, transitional Prime Minister, forming a transitional government of accord. The document highlights the ensuring of Armenian-Russian high quality relations, it is considered to initiate negotiations around indefinite provisions of statement signed between Armenia, Azerbaijan and Russia and to restore the negotiations in the format of the OSCE Minsk Group. It is deemed necessary to decently ensuring the needs of the deceased, lost, imprisoned, wounded servicemen and civilians and their families, the urgent solution of the Artsakh Armenians’ social needs. The faction also proposes to give a new meaning to the RA foreign policy, to initiate the protection of Armenia’s violated rights in the international judicial instances, to work out a recovery programme for the economy and the army, to hold free, fair and transparent parliamentary extraordinary elections, etc.

As the Head of the Faction had observed, the power shift should be implemented exclusively through Constitution without inner shocks and civil clashes, cooperating with political forces. He clarified that the Bright Armenia had its candidate, and therefore it did not join the demand of 17 extra-parliamentary political forces.

The rapporteur were addressed questions which related to inner-political situation and the possibilities of its stabilisation, the non-recognition of the Artsakh Republic by Armenia during the war days, the opportunity of restarting war and the signed tripartite statement on the ceasefire, the directions of the RA foreign policy, etc.

In their speeches the rapporrteurs touched upon the inner-political situation, the regional problems, the RA foreign policy, the former and new challenges facing Armenia, the reasons of defeating in the war and presented their ways for the solution of the problems.

Arkady Khachatryan presented the viewpoint of the RA NA Bright Armenia. According to him, there is hard moral-psychological and social situation and hurt national dignity in the republic. According to him, eight percent economic fall is expected, capital export takes place, investments are not expected, emigration can be, the state debt will increase and the situation is grave in demographic sphere. As the MP has assessed, it is necessary to reach public solidarity for the solution of the abovementioned and other problems and for the formation of a government of national accord, otherwise the disaster is inevitable.

As the member of the RA NA Prosperous Armenia Faction Naira Zohrabyan has noted, today there is anarchy in the republic, the Syunik Marz is endangered, as the borders are drawn by the GPS. According to her, it was possible to avoid war, if appropriate steps had been taken. Naira Zohrabyan considered the Prime Minister’s resignation out of the created situation, which, according to her, would result in formation of public solidarity in the country.

The member of the RA NA Prosperous Armenia Faction Mikayel Melkumyan has opined that after 2018 revolution the people leaving the real life went after the Facebook lie and falsification. He underlined that from now on the society shall go in right direction.

The rapporteurs highlighted the effective use of the scientific-educational potential for the solution of the military problems, considered effective having its own satellite system for facing the fifth generation wars. They touched upon the international happenings, the regional expecting clashes, the further works of our country in that issue, the policy and the gaps implemented by the authorities of our country in the NK negotiation process.

Taron Simonayn from the NA Bright Armenia Faction underscored the role of the reasonable and mature society in the solution of the national problems, emphasized the daily work and the practical participation of the intelligentsia in that issue.

At the end of the parliamentary hearings, the Head of the NA Bright Armenia Faction Edmon Marukyan thanked the attendees for taking part in the discussions, responded to the voiced viewpoints and recommendations. In Edmon Marukyan’s opinion, any solution shall be through constitutional way, and there can be no alternative in this issue. He also referred to the steps taken during the war and after it by them, noting that all the canals had been used for urgent solution of the problems. They proposed to create the parity Commission to discuss the unknown and non-understandable problems connected with war.

Edmon Marukyan informed that they presented an urgent item with the Prosperous Armenia connected with prisoners of war: it is designed to discuss at December 8 NA sitting.
