On November 1 at the joint sitting of the Standing Committees of the RA National Assembly moderated by Gagik Minasyan, Chairman of the Financial-Credit and Budgetary Affairs, the debates of the draft law “On RA 2012 State Budget” with the participation of the Speaker of the National Assembly, Prime Minister, deputies and members of the government began. After one-week debates the deputies will submit proposals on the budget draft law, which will pursue the National Assembly Speaker’s proposal on including the draft law in the agenda and debating it at the four-day sittings.

Talking about the features of the submitted document Gagik Minasyan noticed that the 2012 budget debates differed with two important interpellations from the debates of the previous years.

The Prime Minister of the Republic Tigran Sargsyan presented the ideology and the features laid in the basis of the 2012 draft budget. The Prime Minister also presented the main indices to the NA committees. The Prime Minister thanked the parliamentarians for the constructive cooperation, also conviction that the mentioned events will create favourable conditions, being ready for the new challenges in 2012 on the one hand, for executing the budget and providing the economic growth on the other hand.

The Minister of Finance Vache Gabrielyan submitted the macro-economic indices of 2012 budget, the income policy and expenditure priorities to the MPs.

The Standing Committees of the parliament will have an occasion to refer to the expenditures according to the fields during the upcoming one week.

Artur Javadyan, Chairman of the Central Bank (CB), presented the conclusion on the draft law “On the RA 2012 State Budget.”

The next item of the agenda related to the administrative expenditures and capital investments of the CB 2012.

At the joint sitting of the Standing Committees of the National Assembly on Defense, National Security, Internal Affairs and Financial-Credit, Budgetary Affairs the financial allocations to the spheres of emergency situations, police and national security service are envisaged by the RA draft law “On 2012 State Budget of the Republic Armenia.”

Pavel Safaryan, RA First Deputy Minister of Finance, presented the general picture of budget allocations of the mentioned fields, and Haykaram Mkhitaryan, Deputy Minister of RA Emergency Situations, Hovhannes Hunanyan, Deputy Head of the Police adjunct to the RA Government, Felix Tsolakyan, Deputy Director of National Security Service at the RA Government, presented the distribution of the allocations being envisaged according to separate fields.

The sitting relating to the Ministry of Defense and financing of the state reserves designed by the RA draft law “On 2012 State Budget of the Republic of Armenia” was closed.
