The adoption of the draft laws on Making Addenda and Amendments to the Law on Service in the Police and on Making Addenda and Amendment to the Law on Remuneration of Persons Holding State and Public Service Offices is conditioned by the need to increase the attractiveness and interest of joining the police service, to ensure proper professional training, to increase the salaries of police officers and prevent the leakage of personnel.
The RA Deputy Minister of Internal Affairs Arpine Sargsyan said this at April 3 sitting of the NA Standing Committee on Defense and Security, presenting the issue for debate in the first reading.
It is proposed to introduce a system of certification for police officers, based on the results of which a surcharge will be calculated for the relevant officers. The certification procedure, as well as the amounts of the surcharge and the payment procedure will be defined by the Government decision.
According to Arpine Sargsyan, it is planned to have a three-phase certification system.
The certification process will start from May 2023.
The first term of the programme validity is 3 years, which is calculated from the date of certification of the first group.
All police officers, regardless of position, will be able to apply for certification.
Depending on the position group, the certification procedure and conditions may be differentiated.
During the certification, the professional knowledge, service skills and professional suitability of the above-mentioned officers will be checked and assessed (through computer testing), as well as the state of physical and fire preparedness (through the implementation of relevant normative exercises).
According to Arpine Sargsyan, the aim of the draft is to leave in the system those persons who are a capable force for the police.
The Deputy Chair of the Committee, the key-rapporteur Armen Khachatryan highlighting the adoption of the legislative package, noted that a process begins with it aimed at increasing the knowledge and professional abilities of police officers.
The Committee members expressed their support for the legislative package, it was endorsed.
