At March 2, the parliament debated the work of the regular sittings. The parliament by voting passed the bills debated on the previous day.
Vahagn Khachaturyan was nominated in the post of the RA President by the application in written form of 65 deputies of the National Assembly prescribed by Article 125.3 and Article 139.4 of the constitutional law the Rules of Procedure of the National Assembly.
Vahagn Khachaturyan thanked the deputies of the Civil Contract Faction for the shown trust.
The rapporteur underlined that the Constitution says that the Republic of Armenia was declared as a sovereign, democratic, social state governed by the rule of law. “The norms prescribed in the Constitution design certain mechanisms of checks and balances, which are called to ensure the harmony among three wings of harmony: legislative, executive and judicial directed to uninterruptedly functioning of the state government system prescribed by law irrespective of the situations. In this system the RA President’s Institute also has its unique place, which, according to the Constitution, is the head of the state, and follows the maintenance of the Constitution,” the candidate noted.
According to Vahagn Khachaturyan, no political system can be ideal: both presidential and parliamentary political systems in all states together with their advantages have certain shortcomings and omissions. “During this short-term period, our Republic that turned 30, had irreversible human losses,” the speaker stressed.
Speaking about the political system structure of our country, the candidate: “First of all, the political system is a system of interconnection and interaction, where every body of the state power has functions and powers prescribed by law, which give opportunity them to fulfill not only their functional obligations, also if necessary to counterbalance.” According to Vahagn Khachaturyan, inly in that case it is possible to ensure the democracy, the stability of the authorities, the human fundamental rights and freedoms.
The candidate highlighted the national mobilization and reconciliation. According to the rapporteur, the democracy of a country can be different from the other one, however the separation of the power, the rule of law, the freedom of the mass media, the political competition, the power shift and free elections shall be characteristic to the political system of this or that country.
In his speech Vahagn Khachaturyan touched upon in detail different phases of the establishment of our state, including the revolution occurred in 2018, when there was need of radical changes.
The candidate for the President of the Republic talked about still post-war non overcoming problems. He has noted that the unity is the best guarantee of having success in moving forward and overcoming difficulties.
