At June 10 regular sitting, the RA NA Standing Committee on Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport debated one legislative package and one agreement.
The legislative package on Amending the Law on Audio Video Media and on Licensing authored by the deputies Vahagn Tevosyan, Mkhitar Hayrapetyan and Arman Babajanyan was debated in the first reading. The key speaker Vahagn Tevosyan informed that after being put into circulation, during about one and a half month, hundreds of recommendations were received from concerned organizations and persons on the initiative, and due to them, it was also revised.
Numerous questions were addressed to the speaker. Mkhitar Hayrapetyan was interested in the fact if the content of the television would be changed by the adoption of the initiative, and related to this Vahagn Tevosyan clarified that the goal was to create a system – healthy and competitive environment, which due to time should promote the improvement of the broadcast content.
The MPs were mainly interested in cleaning the TV broadcast content from the low quality, low value programmes and soap operas in jargon language. In the opinion of majority of the MPs, it is necessary to give such regulations, which can prevent the broadcast of violence, speech of hatred, other defective and vulgar phenomena from the TV.
The Committee members have presented a number of recommendations and remarks, have also touched upon the necessity of the rise of public consciousness, which is possible to do through social advertising.
The regulation of the item of depriving the TV companies from license in some cases was considered important.
The author of the draft law especially highlighted the regulations directed to the security of the language.
The opinions of the co-speaker Hovhannes Hovhannisyan, as well as the Government on the legislative initiative were positive.
The legislative initiative received the endorsement of the Committee, and it would be included in the draft law of the agenda of the fourth session of the NA seventh convocation.
The Committee also debated and endorsed the draft law on Ratifying the Agreement on the Coordination of Interstate Relations in the field of Fundamental Research of CIS, which presented
the Deputy Chair of the RA NA Standing Committee on Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Artur Martirosyan.
