The Necessity of 12-Year Education is Obvious

On the MPs’ initiative a special session of the National Assembly was held, according to the Article 70 of RA Constitution and Article 41 of the NA Rules of Procedure. Before referring to the agenda the MPs approved by voting the decisions of the NA on the organization of the special session by the order of the regular sessions and the NA decisions on the debates through the procedure of the second reading of some drafts.

The MPs also passed by voting the debated 17 drafts and international agreements at the previous four-day sittings. The drafts on Making Amendments and Addendum on the RA Criminal Code and to the RA Law on Declaration of Physical Entities’ Property and Revenue didn’t receive appropriate number of votes and were not passed.

The draft, presented by the RA Minister of Culture and Youth Affairs Hasmik Poghosyan, to the RA Law on the Flag of the Republic of Armenia was debated.

Gourgen Arsenyan, the Head of ULP faction, informed that the ULP faction defends and will vote for the draft.

Viktor Dallakyan, the Secretary of Ardarutiun (Justice) faction, proposed to define specific time for debates in working order of the sounded questions, which is quite acceptable according to the RA Minister of Culture and Youth Affairs Hasmik Poghosyan.

In her final speech, Mrs. Poghosyan thanked for the concerned debates and proposed to present all remarks in written form.

Levon Mkrtchyan, the Minister of Science and Education, presented the draft on Making Amendments to the RA Law on Education. The basis for that was the necessity to move to 12-year education. The cooperation of Council of Europe and European Union member countries, according to Bologna Agreement, dictates to member countries, including the Republic of Armenia, to move to 12-year education, the scientific and technological progress and the building of new civil societies dictate the implementation of new subjects into the educational system.

In the final speech, Mr. Mkrtchyan noted that the work is demanding, and the sounded concerns are appropriate and expressed readiness to continue debates in different auditoriums, to clarify also in the coming parliamentary hearings, to listen once again the specialists’ opinions to the benefit of the work.

Manuk Vardanyan, the Chairman of the State Committee of the Real Property Cadastre of the RA Government presented the draft on Making Amendment and Addendum to the RA Law on Land Code.

There were also debated the following drafts: on Making Amendment to the RA Law on Constitutional Court and on Making Amendment to the RA Law on Energy, on Making Addendum to the RA Law on Defining Privileges of Environmental Payments to “Yerevan Jour/Water” CJSC and on Making Addendum to the RA Law on Monetary Regulation and Monetary Control, on Making Amendments and Addenda to the RA Law on Prosecutors, on Making Amendment and Addendum to the RA Law on Income Tax, on Making Amendment to the RA Criminal Code, on Making Amendments and Addenda to the RA Law on Police, on Making Amendment to the RA Law on State Emblem, on Making Amendments to the RA Law on Advocacy, on Making Amendments to the RA Criminal Code, on Making Amendment to the RA Law on Human Rights Defender, on Making Amendments and Addendum to the RA Law on Regional Administrative Division, on Making Amendments and Addendum to the RA Law on Military Service, on Making Amendments and Addenda to the RA Law on Approving Code of RA Armed Forces’ Garrison and Guard Services, on Making Addendum to the RA Criminal Procedure Code, on Making Addendum to the RA Law on Licensing, on Making Addendum to the RA Law on Budget System.

The NA special session will continue the work on June 1, at 12:00.
