Artur Davtyan Presents Report of RA Prosecutor’s Office for 2021

In terms of the overloading and complications of the work the reporting year has been an exceptional one for the criminal prosecution bodies: the RA Prosecutor Artur Davtyan informed at April 22 sitting of the NA Standing Committee on State and Legal Affairs, presenting the report on the Activities of the Prosecutor’s Office of Armenia for 2021.

During 2021, about 44.751 cases has been examined during the proceedings of all pre-examination bodies, which is more 10.000 more from the last year. “In fact, while implementing control towards 44.751 cases the prosecutor’s loading about 123 criminal cases have been for 1 prosecutor. In the republic the prosecutor’s average overloading has been 76 cases,” the RA Prosecutor General informed.

During the examination of the abovementioned criminal cases the means of the prosecutor’s impact have not only been less by digital indices in the overloading, but have registered double growth by the effectiveness sin content. “During the year, about 9000 prosecutor’s acts have been carried out. The figures of the prosecutor’s instructions have essentially increased. 5300 instructions have been given by the prosecutors, which exceeds the index of the previous year twice,” Artur Davtyan underscored.

During the financial the corruption fight has continued remaining of priority for the Prosecutor’s Office. During the year criminal persecution for committing crimes of corruption character has been carried out towards 1698 persons, which is 300 more from the previous year.

“About 600 officials are out of that 1698 persons. During the year, it has been succeeded to complete the examination and about 433 persons have been sued for committing criminal crimes. By the end of the year, disclosed by the current criminal cases, the damage caused to the state has been 443 bln AMD. Only during the previous year damage of 7bln AMD has been restored at the phase of factual examination. The majority of these criminal cases has already been examined. It is evident that the calculation of damage caused to the state, its clarification, the deconstructing substantiation take time and are conditioned by the appointment also of the examinations, thus, the result of on the sued criminal cases still one year ago we see later. And in the first quarter of this year we already have restoration of 19bln AMD of the damage caused to the state. It testifies to the fact that the criminal cases sued earlier approach to their solution,” the Prosecutor General stressed.

In the sphere of the protection of state interests about 77 claims have been submitted with 525mln AMD, 39 out of them have been satisfied by the courts, 264mln AMD have been restored.

Touching upon the work done on levying the property of illegal origin of the Prosecutor’s Office, the Prosecutor General noted that the relevant department carried out loaded and great amount of work from the first day of the formation. During the year, studies on 279 persons has been found in the proceedings of the department. At the end of the year studies on 14 persons have been completed, by which 94 real estate properties, 23 moveable properties of the supposed illegal origin, participation in 23 companies and 27bln have been disclosed. At present, 6 claims have been submitted to the court.

Artur Davtyan noted that the next priority of the Prosecutor’s Office has been the examination of the criminal cases relating to the 44-day war of 2020. During the year 2021, 2150 criminal cases on the crimes in 44-day war have been examined in the proceedings: by the end of the year, criminal persecutions have been carried out towards 800 persons, “55 persons on criminal cases have been sued already, we have relevant judgments: It has been found out on criminal cases that, unfortunately, during the war operations representatives of the armed forces, numerous officers, including high ranking officials, have been manifested not decently fulfilling the military service obligations, by which we had criminal persecutions towards those persons, we have sued persons, the pre-examination continues on the remaining cases,” he stressed.

Regarding the crimes committed by the military-political leaders of Azerbaijan, in that respect, the Prosecutor’s Office has already a picture with the results of examination documented with objective evidence.

According to the Prosecutor General, the achievements, as well as the omissions of the prosecutor’s Office are presented in the report.
