Last Four-Day Sittings of the Autumn Session is Over

On December 7 the National Assembly continued the work of four-day sittings. Those present paid tribute to the memory of the victims of the 1988 earthquake by one-minute silence.

The MPs debated the draft on Making Addenda to the Law on Military Service. Mr. Ararat Mahtesyan, first deputy of the Head of the RA Police, presented the draft.

According to Mr. Mahtesyan, by the proposed package on amendments to the laws on Road Traffic Safety, on Police, to the Code on Administrative Offences it is envisioned to regulate authorities of state regulating bodies in the sphere of ensuring the safety in the road traffic, the RA Police financial stimulation, formation and expenditure of extra-budgetary fund of the technical development; the basis of calculation of transport means, certificates for the right of transport driving and procedures of giving transport plates are enshrined.

Mr. Aramayis Grigoryan, Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs endorsed the draft on behalf of the Committee, presenting about a dozen of proposals.

The MP Mr. Viktor Dallakyan informed that tremendous positive work has been done with the draft, though it has some serious shortcomings.

Mr. Vahan Hovhannisyan, the NA Vice-President, who presided the sitting, in his special speech classified the draft in the series of drafts having perspective meaning. As for the carrying it out, particularly, there may be definite obstacles in the car parking due to narrow streets in the downtown; after the reconsideration and elaboration of articles regarding this and some other problems the draft may be adopted.

According to Mr. Tigran Sargsyan, Chairman of the Central Bank, the purpose of the proposed amendments to the draft on Making Amendments and Addenda to the RA Law on Currency Regulation and on Currency Control and other related laws is the elimination of some shortcomings revealed in the course of the law implementation.

Mr. Gagik Minasyan, Chairman of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs highlighted the measures envisioned by the draft, directed to the increase of currency transactions and decrease of foreign currency circulation with regard to our currency rate increase. This will be helpful for economic entities and consumers and it will prevent from the damage of dollar-dram fluctuation.

The NA debated the drafts on Making Amendments to the RA Law on Compulsory Enforcement of Judicial Acts, on Making Amendments and Addenda to the RA Law on Social Protection of Children without Parental Care, on Making Amendments and Addenda to the RA Law on Employers’ Union, on 2006-2007 Program on State Property Alienation, on Making Amendment to the RA Law on Local Self-Government as well; the 2007 Activity Program of the Commission Regulating Public Services, the 2007 Annual Activity Program of the State Commission of Economic Competitiveness Protection, the proposal on the Expediency of Stopping the Action of the Agreement on the Status of CIS Economic Court for the Republic of Armenia.

The National Assembly ended the autumn session.
