Report of State Budget 2022 Execution of Staff of Human Rights Defender’s Office

In 2022, the Staff of the Human Rights Defender’s (HRD) Office implemented one programme and three events. 542mln AMD was designed by the budget of 2022, the sum of money provided by the annual specified plan decreased and was 534mln AMD. 525mln AMD was actually spent, which is 98.2% against the annual specified plan. The RA Minister of Finance Vahe Hovhannisyan said about this.

On June 2, at the joint sitting of the Standing Committees on Protection of Human Rights and Public Affairs and on Financial-Credit and Budgetary Affairs the report of the state budget 2022 execution of the Staff of the Human Rights Defender’s Office was debated.

Presenting details on the measure of providing services of the protection of human rights and fundamental freedoms, the RA Human Rights Defender Anahit Manasyan touched upon the received application-complaints.

She highlighted the grant programme for the improvement of the protection of the children and youth and boosting the participation, noting that one of the HRD’s priorities is the issue of protection of children’s rights. Employees of the HRD’s Office Staff were trained within the framework of the programme on the issues relating to the protection of the children’s rights, the monitoring tools of the bullying problem, were worked out, which is one of the priorities of the Defender’s Office. Available, reliable mechanisms of applying to HRD by the children were also revised.

In 2022, the HRD continued to receive various questions relating to the protection of human rights on hotline. According to the speaker, in many cases, the Staff establishes communication and on its own initiative and provides consultation.

Answering the deputies’ question, Anahit Manasyan presented clarifications on the protection of the national minorities’ rights, the problems recorded on the border regions and the internalization of the humanitarian problems caused in Nagorno Karabakh.

The deputy Miakyel Tumasyan inquired about the steps are taken by the HRD on eliminating the issue of the minors and the kids being engaged with begging. The HRD noted that the children’s issue is at the centre of daily attention of the structure. According to her, the problem is systemized, and the cooperation of all competent bodies is necessary for registering essential results.

Noting that in Gyumri the HRD met with the close relatives of the captives, the deputy Davit Arushanyan inquired about the works done with the relevant international structures on this issue. Anahit Manasyan noted that within the framework of the meeting with the captives’ close relatives many problems were raised. Letters were to a number of international structures on part of the raised problems.
