Parliament Continues Work of Extraordinary Session

On June 28, the RA National Assembly continued the work of the extraordinary session. The deputies in the first reading continued debating the RA law on Amendments to the RA Electoral Code, the legislative package on Amendments to the RA Electoral Code and on Amendment to the RA law on Legal Acts.

The NA deputies Vahram Mkrtchyan, Stepan Margaryan, Levon Martirosyan, Hovhannes Sahakyan continued presenting views on the package.

The RA NA Factions (Head of the ARF Armen Rustamyan, Head of the Rule of Law Heghine Bisharyan, Head of the ANC Levon Zurabyan, Head of the PAP Naira Zohrabyan, Head of the RPA Vahram Baghdasaryan) presented their views on the Electoral Code.

The RA Minister-Chief of Staff of the Government Davit Harutyunyan touched upon the deputies’ speeches and gave clarifications in his final word. He has informed that during two-day debate many proposals have been accepted.

The parliament debated in the second reading the legislative package on Amendment to the RA law on Human Reproductive Health and Reproductive Rights and on Amendments to the RA Code on Administrative Infringements, which were submitted by the RA Minister of Healthcare Armen Muradyan.

The package of bills on Amendments to the RA law on the RA Citizen’s Passport and on Amendments to the RA law on Identity Cards, which submitted the RA Deputy Head of Police Vardan Yeghiazaryan.

The draft on Cancellation of the RA law on Awarding Privileges for Ecological Payments to the Company Providing Water Supply, Water Removal and Sewerage Cleaning and on Awarding Privileges for Ecological Payments to Yerevan Jur CJSC was debated in the third reading.

The bill on Amendments to the RA Law on Value Added Tax in the second reading was debated, which was submitted by the RA Minister of Economy Artsvik Minasyan. Mikayel Melkumyan presented the view of the NA PAP Faction.

The bills on Amending the RA Law on the Payment to the Government Officials, on Amending the RA law on Electronic Communication, the bill on Amendments to the RA law on the Export of the Goods of Double Importance, on Their Transit Transportation through the RA Territory, as well as on Control towards Information of Double Importance and Transfer of Intellectual Results with enclosed package were also debated.

Afterwards the parliament debated the Agreement on Creating United Regional System of Anti-Air Defense in the Collective Security Caucasus Region between the Republic of Armenia and the Russian Federation signed in Moscow on December 23, 2015 presented by the RA President, submitted by the RA Deputy Minister of Defense Ara Nazaryan.

The key speaker answered the deputies’ questions and concerns and gave clarifications.

The Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement.

The RA NA Deputy Speaker Eduard Sharmazanov has delivered an extraordinary speech on the Agreement, speaking about the Armenian-Russian relations and has underlined that Armenia and Russia are strategic allies and it has been of key importance during the three Presidents’ tenure. Touching upon the document, the NA Deputy Speaker said: “Armenia creates a united Anti-Air Defense System with a country with whom we have allied, strategic deep relations.” According to Eduard Sharmazanov, the Armenian-Russian ally relations are also justified in the spheres of armament and strengthening of security system, and they should continue. Eduard Sharmazanov has noted that the ratification of the Agreement emanates from Armenia’s state and national interests, and the investment of such system will strengthen the RA Anti-Air Defense, and the RA as a warrant state for the security of Artsakh, naturally, will make use of its entire authorities and will defend Artsakh. The NA Deputy Speaker called on his colleagues to vote for the ratification of the Agreement.

The NA deputies Tevan Poghosyan, Khachatur Kokobelyan, Edmon Marukyan, Vahe Enfiajyan, Hayk Babukhanyan, Nikol Pashinyan, Mikayel Melkumyan, Vahram Mkrtchyan, Rubik Hakobyan and Artashes Geghamyan also delivered speeches on the document.

The National Assembly will continue the debate of the issue at June 29 sitting.
